Due to the influence of the tropical convergence zone with an axis through the North and Central Central regions combined with the strengthening cold air, from 8:00 a.m. on September 22 to 12:00 p.m. on September 23, Thanh Hoa province had moderate to heavy rain, some places had very heavy rain and thunderstorms with common rainfall from 50mm to 150mm.

Due to heavy rains, combined with flood discharge, the water level of major rivers such as Chu River, Ma River, Buoi River, etc. rose, causing flooding and isolating many places. To proactively respond to floods, landslides and flooding risks, the People's Committees of districts and cities in the area have proactively evacuated 2,873 households, with 11,759 people.

Districts with large numbers of people having to evacuate include: Thuong Xuan, Quan Hoa, Ba Thuoc, Muong Lat... Particularly in Thuong Xuan district, due to the sudden flood, the locality had to evacuate people at night.

Thousands of officers and soldiers of the armed forces were mobilized to support and help people overcome flood damage.

Mr. Loi Quang Vu - Chairman of the People's Committee of Thuong Xuan district, Thanh Hoa province said: "We have established delegations to direct localities to evacuate and continue to monitor the weather, especially in low-lying areas. Currently, we are directing people along rivers and streams, police and military units to continue to monitor the weather situation."

Floods and landslides also damaged 169 houses (of which 168 houses were damaged by landslides). Specifically, Muong Lat district had 11 houses, Quan Son 92 houses, Quan Hoa 49 houses, Thuong Xuan 17 houses. Thousands of hectares of rice, crops, perennial crops, aquaculture... were flooded and damaged.

There are 10 schools affected by landslides. Of which, 3 are in Quan Son district; 2 in Muong Lat; 2 in Quan Hoa; 2 in Lang Chanh; and 1 in Ba Thuoc.

There were 2 landslides and dike breaches at No Thon drainage culvert (location K26+711 on the left dike of Ma River, Vinh An Commune, Vinh Loc District) and 3-door drainage culvert (location K37+840 on the left dike of Hoang River, Quang Phuc Commune, Quang Xuong District), which have been handled.

The rain and floods also caused a series of landslides on positive and negative slopes in 183 locations in the province, with a volume of 60,000 m3, causing traffic jams on a number of roads.
