On the afternoon of June 27 in Hanoi, the Ministry of Science and Technology (MOST) held a regular June press conference chaired by Deputy Minister Bui Hoang Phuong.
Speaking at the press conference, Deputy Minister of Science and Technology Hoang Phuong said that in June 2025, the Ministry of Science and Technology has implemented many key tasks, especially the work of building and perfecting institutions.
In particular, the Ministry of Science and Technology has presided over and coordinated with the National Assembly Standing Committee and relevant agencies to complete documents, reports, explanations and submit to the National Assembly for consideration and approval at the 9th Session of the 15th National Assembly 5 important law projects under the Ministry's management, including: Law on Science , Technology and Innovation; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Atomic Energy (amended) and Law on Digital Technology Industry.
In June 2025, the Ministry advised and submitted to the Government and the Prime Minister to issue important documents, including: Resolution on signing the Cooperation Agreement on Science, Technology and Innovation (S&I) between the Government of the Socialist Republic of Vietnam and the Government of the French Republic (Resolution No. 149/NQ-CP dated May 23, 2025); Decree detailing a number of articles of the Telecommunications Law on management of telecommunications numbers and Internet resources; compensation when the State revokes telecommunications codes, numbers, and Internet resources; auction of the right to use telecommunications codes, numbers, and Vietnamese national domain names ".vn" (Decree No. 115/2025/ND-CP dated June 3, 2025); Decree regulating the division of authority of two-level local authorities in the field of state management of the Ministry of Science and Technology (Decree No. 132/ND-CP dated June 12, 2025)...
According to Deputy Minister Bui Hoang Phuong, in July 2025, the Ministry of Science and Technology will focus on drafting and completing laws such as: Law amending and supplementing the Law on Technology Transfer; Law on High Technology; Law on National Digital Transformation; Law on Intellectual Property... to submit to competent authorities for consideration and report to the Government to seek opinions from the National Assembly at the 10th Session of the 15th National Assembly.
At the same time, the Ministry continues to develop and complete a number of Decrees, including: Decree detailing the implementation of a number of articles of the Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations; Decree detailing the implementation of a number of articles of the Law on Product and Goods Quality and the Law amending and supplementing a number of articles of the Law on Product and Goods Quality; Decree amending and supplementing a number of articles of Decree No. 105/2016/ND-CP and Decree No. 154/2018/ND-CP...
In addition, the Ministry of Science and Technology will continue to coordinate with the Government Office to complete and submit to the Prime Minister for consideration and promulgation the Project to support investment in improving research capacity to master core technologies; incubating enterprises to research and produce biotechnology products on an industrial scale. At the same time, continue to complete and submit to the Prime Minister the draft National Strategy on developing intellectuals in the period of accelerating industrialization and modernization of the country; the project to restructure national science and technology programs.
Answering a reporter's question regarding the Law on Science, Technology and Innovation, which was just passed by the National Assembly on the morning of June 27, whether it can resolve difficulties and obstacles in the implementation process due to its connection with many other laws such as the Law on Civil Servants, Public Employees, Financial Institutions, and the Law on Bidding, a representative of the Ministry of Science and Technology said: Basically, the Law on Science, Technology and Innovation will resolve the above obstacles by allowing scientists to establish businesses, and disbursement for research will be more open... The biggest goal is to commercialize the results of scientific and technological research.
Deputy Minister Bui Hoang Phuong said that in the coming time, decrees and circulars guiding the Law on Science, Technology and Innovation will soon be issued so that the Law can soon come into effect, becoming one of the driving forces for socio-economic development.
