Da Nang signs strategic cooperation with Bybit, Verichains and ADBC

In the context that Vietnam is accelerating the development of a legal framework for the International Financial Center according to Resolution 222/2025/QH15 of the National Assembly, the People's Committee of Da Nang City has signed a Memorandum of Understanding on strategic cooperation with the digital asset exchange Bybit, security company Verichains and the Abu Dhabi Blockchain Center (ADBC). This event marks an important step in promoting the International Financial Center and the digital economic ecosystem in Da Nang, focusing on blockchain applications in a controlled testing mechanism (sandbox), with the participation of city leaders and representatives of international partners.

Da Nang is affirming its pioneering position in digital innovation with a series of exciting activities, organizing Blockchain & AI Week "Super Vietnam 2025". The event attracted thousands of delegates, discussions on FinTech sandbox, completing the infrastructure of Software Park No. 2 with a specialized IT building, and opening the series of events Da Nang Finance and Technology Week 2025.

Within the framework of the event, the People's Committee of Da Nang City signed a Memorandum of Understanding on strategic cooperation with three partners: Bybit Digital Asset Exchange, Verichains Security Company and Abu Dhabi Blockchain Center (ADBC). This strategic cooperation will bring three core elements to the Da Nang International Financial Center, including digital asset trading liquidity, global ecosystem connectivity and technology infrastructure security. This is the "link" that realizes national orientation into local action, ensuring the "openness" of the Financial Center's policies, but at the same time controlling risks and limiting the risk of damage from attacks on the digital asset ecosystem.

Mr. Ho Ky Minh, Permanent Vice Chairman of Da Nang City People's Committee signed a strategic cooperation memorandum with CEO of Bybit exchange Helen Liu, CEO of Verichains company Nguyen Le Thanh and CEO of ADBC Abdulla Al Dhaheri.

The signing of the strategic cooperation took place in the context of Vietnam issuing a national policy on the International Financial Center, opening up a legal "runway" for localities like Da Nang to break through. According to the Chainalysis 2025 report, Vietnam is among the leading countries in the digital asset adoption index, with blockchain transaction value exceeding 100 billion USD in 2024, but also faces great cybersecurity risks when global hacking losses reached more than 2 billion USD in just the first 6 months of 2025. With its strategic location and modern digital infrastructure, Da Nang is taking advantage of this opportunity to develop a safe and transparent blockchain ecosystem.

Cooperation connecting Da Nang with 3 leading international partners, bringing value from global experience. Bybit is the world's second largest digital asset exchange. During the cold wallet attack in early 2025, Bybit maintained liquidity, increased transparency and recovered quickly, demonstrating its ability to manage risks at scale. Bybit will support Da Nang in promoting the Blockchain ecosystem and building a supervised testing policy suitable for the International Finance Center in Da Nang during the digital transformation period.

The Abu Dhabi Blockchain Center is a blockchain innovation and application accelerator in Abu Dhabi, providing comprehensive support to businesses and researchers through incubation, venture capital, training, consulting, and community events. ADBC positions the UAE as a leading destination for blockchain development and building a sustainable digital asset ecosystem in the Middle East. With experience from the UAE's progressive legal environment, ADBC will support Da Nang to refer to international practices on policy, governance, supervision, and also connect Da Nang to the digital ecosystem and financial center in the UAE.

Verichains is a Vietnamese company that has affirmed its global reputation with security solutions for both traditional banking and decentralized finance (Web3/Blockchain) with more than 200 global customers, including many large exchanges, asset management funds, banks and financial institutions. The strategic cooperation agreement affirms Da Nang's commitment to facilitate procedures for investment partners, open offices and participate in the Financial Center. In return, Bybit, Verichains and ADBC will participate in consulting on policy mechanisms on digital assets and blockchain technology, share international experiences, and commit to accompanying the Da Nang government in building an advanced legal framework, promoting the application of new technologies through sandbox mechanisms and innovative testing policies. This approach ensures synchronization from institutions to resources, connecting the Central and local levels, as well as Vietnam with international financial centers such as the UAE and Singapore.

Da Nang is affirming its “open” position in terms of policy, data and cooperation to test, measure and replicate digital financial models to serve people, businesses and tourists. In the coming period, the parties will develop a detailed work program including policy consulting, human resource training, blockchain pilot in tourism payments and supervision of the Financial Center, ensuring compliance with Vietnamese law and approaching global standards. This is not only a step forward for Da Nang but also contributes to the national goal of building a safe and sustainable digital economy.
