The arrangement of new commune-level administrative units, without organizing at the district level, aims to concentrate resources, promote potential and advantages, expand development space, create new momentum, promote growth and economic restructuring, and improve the material and spiritual life of the people.
Although 99.44% of voters in Vinh Phuc province agreed with the policy of merging provinces, and 100% of communes had a rate of voters agreeing to merge commune-level administrative units reaching 50% or more, in the process of arranging and organizing local governments at 2 levels, there are still many cadres, party members and people who are concerned and worried. In many localities and units, the psychology of a number of cadres, civil servants, public employees and workers is somewhat affected by the fear of losing their jobs when they are redundant due to the arrangement of administrative units; fear of difficulty adapting when changing workplaces, job positions...
To facilitate the arrangement of cadres, civil servants and public employees when arranging commune-level administrative units and organizing a two-level government model, the People's Committees of districts and cities in the province and units have reviewed the situation of cadres, civil servants, public employees and workers in the area.
At the same time, actively propagate and grasp the ideology of cadres, party members, civil servants, public employees and workers. Through understanding and review, the People's Committees of districts and cities have had plans to arrange cadres and civil servants for each commune and the commune's Public Administration Center according to instructions and regulations; doing a good job of ideological work for those who are eligible for early retirement, leave work and those who continue to work and perform job rotation.
As a result, most cadres, civil servants, public employees, and workers quickly stabilized their mentality, ready to be transferred or rotated to other commune-level administrative units or apply for early retirement. Up to now, the personnel arrangement work in localities has basically been completed, cadres and civil servants are in high consensus, ready to receive and complete assigned tasks.
In Song Lo district, after reviewing and rearranging, it is expected that at the district level, 5 people will quit their jobs and 78 people will continue to work; at the commune level, 50 people will quit their jobs, 219 people will continue to work, and 18 people will be transferred to other administrative units. Before the rearrangement, Song Lo district had 14 commune-level administrative units, after the rearrangement, there are 4 communes: Tam Son, Song Lo, Hai Luu, Yen Lang. Up to now, the administrative apparatus of the new communes has been tested, gradually catching up, and is ready to officially operate from July 1.
In Nguyet Duc commune (Yen Lac district), in recent days, in addition to completing assigned professional tasks, commune officials and civil servants are urgently taking inventory and preparing for the handover and reception between the old and new administrative units. The nameplate of the new administrative unit has also been remade and solemnly hung right outside the commune headquarters to replace the old nameplate.
The new Nguyet Duc commune in Phu Tho province was merged from 4 old communes of Yen Lac district, Vinh Phuc province including: Nguyet Duc, Van Tien, Trung Kien, Trung Ha, with headquarters located in the current Nguyet Duc commune. From June 25, the new Nguyet Duc commune began a trial run to prepare the operating conditions in terms of personnel, organizational structure and technical infrastructure of the 2-level local government model to officially operate from July 1.
With a ready and determined spirit, the tasks of the new apparatus are carried out by cadres and civil servants in a unified and synchronous manner, especially the digital transformation work, meeting the requirements of the 2-level local government organization model.
Comrade Tran Van Tro, Chairman of the People's Committee of Trung Kien Commune, Yen Lac District, is expected to take on the task of Chief of Office of the People's Committee of Nguyet Duc Commune (new) after the merger of 3 provinces: Phu Tho, Vinh Phuc, Hoa Binh into Phu Tho province. He shared: The new communes will receive more than 1,000 tasks decentralized from the district level, in line with the Government's administrative reform orientation.
This is an opportunity to demonstrate our abilities but also a challenge for grassroots cadres, requiring each cadre to be determined, have a firm grasp of their expertise and be flexible in handling all practical situations. With a ready mindset, we will strive to complete our tasks well in the new period.
Before the two-level local government model officially came into operation, the Provincial Party Standing Committee held a meeting with 108 Standing Party Committee members of 36 new communes and wards after the merger. At the meeting, Provincial Party Secretary Dang Xuan Phong shared: "After the merger, each Standing Party Committee member at the commune level needs to be flexible and creative in implementing tasks, with the highest goal of 3 yeses and 2 noes, which are: beneficial to the people, beneficial to the State, beneficial to businesses; 2 noes are no damage and no personal profiteering discussion"
With the drastic, proactive and creative direction of the Provincial Party Standing Committee, the Provincial People's Council and the Provincial People's Committee, and the determination of cadres, party members, civil servants and public employees, and the consensus of the people, Vinh Phuc is striving to complete the final stages, ready to ensure that the new provincial and communal governments operate smoothly, effectively and without interruption after the administrative unit arrangement.
