Review passenger transport routes after administrative unit arrangement

The Vietnam Road Administration has just requested the Department of Construction of provinces and centrally-run cities to review and update information on passenger transport routes after merging provinces and cities.

According to the Vietnam Road Administration, implementing Resolution No. 190/2025/QH15 of the National Assembly on the arrangement and reorganization of administrative units at all levels and the establishment of a two-level local government organization model, from July 1, the country will have 34 provinces and cities left. This leads to changes in information on province codes, bus station codes and the number of fixed intra-provincial and inter-provincial passenger transport routes.

In order to serve the State management work, ensure synchronization, consistency and accuracy of data on the online public service system, the Vietnam Road Administration requests the Departments of Construction to review, compare and update information on inter-provincial passenger transport routes, including the code of the province/city of departure, destination and bus station code according to the new code, according to the attached instruction form.

Route review aims to unify the management and operation of transport.

Review, compare and update information on intra-provincial passenger transport routes. In addition to the routes currently managed by localities, it is necessary to add inter-provincial routes (previously on the list issued by the Ministry of Transport and the Vietnam Road Administration) which have now become intra-provincial routes due to the merger of administrative units.

Vietnam Road Administration requests units to complete the review, synthesis, update and adjustment, and send it to the Transport Management Department - Vietnam Road Administration before July 18 for synthesis and announcement of adjustment according to regulations.

The review is an inevitable requirement in the context of merging provinces and cities; at the same time, many administrative units at the district, town and city levels of the province no longer exist, instead many communes have been merged together, with new names. The adjustment aims to ensure accuracy and consistency in the management and operation of traffic and transportation, at the same time, create convenience and help form habits for people in the new context.
