Expressing his approval and appreciation for the Government's report on the socio-economic situation in 2024 and the first months of 2025, delegate To Van Tam ( Kon Tum ) also emphasized a number of issues regarding counterfeit goods, fake goods and trade fraud.
Delegates cited data showing that in 2023, market management forces detected and handled 52,251 cases of smuggling, trade fraud and counterfeit goods; in 2024, they detected and handled 47,135 cases; in the first 4 months of 2025, localities and units arrested and handled more than 34,000 violations, collected more than 4,892 billion VND to the state budget, prosecuted 1,450 cases, and prosecuted more than 2,100 subjects.

Mr. Tam said that the above situation shows that the production and trade of counterfeit goods, trade fraud, and smuggling have barely improved and are becoming more complicated, despite the efforts of the authorities.
“Counterfeit and counterfeit goods not only cause economic damage but also directly threaten the health and lives of consumers, undermine the reputation and brand of legitimate businesses, reduce people's trust in domestic goods, hinder economic development, cause loss of state budget revenue, cause social instability and investment environment,” the delegate analyzed.
He pointed out the fact that more than half a million counterfeit products have existed on the market for nearly five years; counterfeit food, counterfeit medicine, counterfeit cosmetics and other counterfeit goods have been circulating on the market for many years, showing that the tricks of those producing and trading counterfeit goods are very sophisticated and complex.

The production and trading line of hundreds of tons of functional foods related to a senior official of a specialized ministry has been prosecuted by the Investigation Police Agency of the Ministry of Public Security and a number of other cases show the complicity of a number of officials with degraded moral qualities and lifestyles.
“Adding the phenomenon of counterfeit goods flooding social networks with the promotion of some influential people and celebrities with 'loud and loud' advertisements, the picture of counterfeit goods has enough colors and levels, making it difficult for even the most knowledgeable consumers to distinguish fake products circulating on the market,” Mr. Tam stated the current situation.

Sharing the same concern, delegate Le Huu Tri (Khanh Hoa) said that public opinion is questioning the entire legal system that covers almost all areas, has many forces to manage society from the border, border gates, inland, residential areas, but hundreds of tons of fake drugs, fake functional foods, fake food and drinks are still produced, circulated, traded and sold in pharmacies, stores, shops that operate legally and are present even in hospitals, schools...
“Our country is striving to build a civilized and happy society, which requires us to resolutely fight against all types of crime, especially counterfeit goods, fake drugs, dirty and toxic food, which are serious threats to people's health, life and trust,” the delegate emphasized.
Sharing the anger of the people and voters over the incidents of fake food, fake milk, and fake medicine, delegate Pham Dinh Thanh (Kon Tum) said that medicines of unknown origin and poor quality are brought into hospitals in large quantities and provided to the main subjects, which are the vulnerable in society, the elderly, the sick, pregnant women, and newborns, causing anger and resentment among voters and people nationwide.

Faced with the above situation, delegate Pham Dinh Thanh Thanh proposed that the National Assembly and the Government strengthen and be more determined in directing and supporting functional agencies in the process of fighting and handling, especially directing and strongly supporting the police force to fight, eradicate and thoroughly handle this type of crime.
"We must handle violations promptly, strictly, and publicly announce the results, and publicize the identities of violating organizations and individuals in the media," Mr. Thanh affirmed.
In criminal proceedings, it is necessary to apply strict penalties to criminals, especially to famous people and those who receive salaries from the State and are assigned to protect the rights and health of the people, but for material benefits, they cover up and assist criminals.
Voters recommend that authorities analyze, evaluate, and clarify the nature, level of danger, and serious, long-term consequences of this crime on people's health and lives and the future of the race as a basis for considering and deciding on punishment.
In the long term, it is necessary to continue studying and amending the Penal Code in the direction of increasing the penalty framework for this type of crime, ensuring sufficient deterrence and prevention, serving well the work of ensuring security, order, protecting health, rights and legitimate interests of the people and consumers.

Faced with the situation of fake drugs, fake milk, and poor quality food being rampant with increasingly sophisticated tricks, delegate Tran Thi Thanh Huong (An Giang) suggested that it is necessary to strengthen the review, assign specific tasks, and clarify the responsibilities of management agencies, licensing organizations, inspection, and control of goods circulation, and overcome the overlapping situation of many state management agencies taking responsibility, thereby further improving the effectiveness of inspection, supervision, and strict handling of violations in production, business, and even acts of abetting the production and trade of fake and poor quality goods.
Considering that counterfeit goods and commercial fraud can be considered a "national disaster" in many aspects, delegate To Van Tam analyzed that this problem causes very serious social and ethical consequences, is large-scale, has sophisticated tricks and has the phenomenon of collusion between some public officials who have degraded moral qualities and lifestyle.
Therefore, he recommended that the prevention and control of counterfeit goods and trade fraud should be raised to a national strategic level in order to have policies to further improve the effectiveness of the prevention and control of counterfeit goods and trade fraud.
According to delegates, the management of production, trade of goods, and food safety management has been assigned to functional agencies from the central to local levels, but the situation of counterfeit goods and trade fraud remains complicated.
He raised the issue that the Government needs to strengthen inspection and review of the implementation process, functions and tasks of the above agencies, consider the consistency in management and control, whether there are many management and control agencies but the activities are not unified, or to what extent there is overlap in management and where there are loopholes in management to promptly rectify and handle.
In addition, the Government needs to promote legal aid activities, legal advice, judicial support, and strengthen legal education and propaganda so that people can effectively use tools to prevent and combat counterfeit goods and commercial fraud to protect their rights.
Delegate Le Huu Tri also recommended that strict legal frameworks are needed to handle and publicize information so that people know how to boycott counterfeit goods, especially fake drugs and dirty and toxic foods.
He emphasized that this issue cannot be taken lightly, and it is necessary to quickly change the method of social governance to be more effective, not allowing these types of crimes to have an environment to exist and develop.
Affirming the need for a legal framework to severely punish these types of crimes, he also pointed out the need for purges, detection and strict handling of law enforcement officers who have covered up and tolerated criminal acts.
“All Vietnamese people want a prosperous and happy life, a civilized, clean and peaceful living environment and people are also expecting drastic and effective actions from the Government and authorities at all levels,” Mr. Tri expressed.
