Lam Dong province's two-level government operates smoothly and effectively

Comrade Y Thanh Ha Nie Kdam - Secretary of Lam Dong Provincial Party Committee summarized the situation of local government at two levels and preparations for the Provincial Party Congress, term 2025 - 2030.

At the Conference, comrade Y Thanh Ha Nie Kdam - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the 15th National Assembly Delegation of Lam Dong province reported an overview of the activities of local governments at two levels; preparations for the Provincial Party Congress for the 2025-2030 term.

Specifically, the implementation of tasks under the authority of the Standing Committee, the Provincial Party Executive Committee; implementation of tasks under the authority of the People's Council, People's Committee; implementation of tasks of the Vietnam Fatherland Front of the province and mass organizations.

Regarding the activities of the provincial local government from July 1 to present, the number of civil servants and public employees in the two provinces of Dak Nong (old) and Binh Thuan (old) who have come to work in Lam Dong province is 1,314 people. All provincial departments and branches have officially started operating since July 1; focusing on specifying the functions and tasks of agencies and units after the arrangement; encouraging and supporting cadres, civil servants and employees to overcome immediate difficulties in terms of headquarters, working conditions, official housing, etc.; promptly handling arising problems; urgently taking fundamental and long-term solutions so that cadres, civil servants and employees can work with peace of mind.

For the operation of local government at the commune level to operate the commune-level government after the arrangement. Right from the first working days, basically 124/124 communes, wards, and special zones have fully performed their tasks.

Immediately after the announcement ceremony of the resolutions and decisions of the Central and local governments on the arrangement and merger of provincial and communal administrative units and the establishment of a two-level local government organization, the Standing Committee of the Provincial Party Committee and members of the Standing Committee of the Provincial Party Committee inspected the operation of the communal government apparatus.

Through inspection work, it was found that most communes, wards and special zones in the province have received citizens, resolved administrative procedures and implemented socio -economic development tasks normally; the team of cadres, civil servants and public employees quickly adapted to the new apparatus, promoted the spirit of responsibility and served the people wholeheartedly.

In the work of handling administrative procedures, the operation of the Public Administration Service Center, Lam Dong province has announced 22 administrative procedures that are decentralized, delegated, and have assigned authority to handle administrative procedures. All administrative procedures are made public on the National Database of Administrative Procedures, posted at the Public Administration Service Centers of the province, communes, and wards of the special zone, and the administrative procedure handling process is built on the Provincial Administrative Procedure Handling Information System.

Regarding the settlement of administrative procedures for people and businesses, from July 1 to 10, Lam Dong province received 18,519 records, of which 12,548 records were resolved (of which 12,237 records were processed before and on time, accounting for 97.52%; 428 records were overdue, accounting for 2.48%), and 5,791 records are being processed.

Best preparation for the Party Congress

Implementing the resolutions, directives and official dispatches of the Central Committee on organizing Party Congresses at all levels, the Lam Dong Provincial Party Committee and Standing Committee have urgently issued plans and directed the dissemination and serious implementation of the preparation and organization of the Lam Dong Provincial Party Congress; Party Congresses directly under the Provincial Party Committee for the 2025-2030 term.

The work of preparing documents for the Party Congress at all levels; the work of drafting and contributing opinions to documents for the Party Congress at all levels for the 2025-2030 term has been urgently completed.

The contribution of opinions to the draft Congress Documents, based on the reception of opinions from conferences and agencies, has supplemented and completed the draft Documents, and sent them to the Party Committees under the Provincial Party Committee for comments. The Standing Committee of the Provincial Party Committee met and agreed to submit to the Provincial Party Committee a decision to establish the Document Subcommittee, Personnel Subcommittee, and Organization Subcommittee to serve the Congress of Delegates of the Lam Dong Provincial Party Committee, term 2025 - 2030.

Deputy Secretary of the Provincial Party Committee, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi reported to the Government delegation about the advantages and difficulties that need to be removed in the process of operating the two-level local government apparatus.

To date, 124/124 Party Committees at commune, ward and special zone levels have completed the drafting of documents. The Standing Committee of the Provincial Party Committee has directed the advisory agencies assisting the Provincial Party Committee and the Provincial People's Committee to direct and organize serious appraisal of the Congress Documents of the Party Committees at communes, wards and special zones as a basis for advising the Standing Committee of the Provincial Party Committee to give opinions according to regulations. The Standing Committee of the Provincial Party Committee has concluded on the Congress documents of 124/124 communes and wards.

The Standing Committee of Lam Dong Provincial Party Committee has issued a Plan for the Party Congress of Don Duong commune, term 2025 - 2030, to be held on July 15, organized online at 123 Party Committees of communes, wards, and special zones to learn and gain experience in organizing good local Party Congresses.

Continue to direct the appraisal and comment on the draft documents submitted to the Congress of 4 Party Committees: Provincial Party Agencies, Provincial People's Committee, Provincial Military, Provincial Police for the 2025-2030 term, to be completed before July 23, as a basis for the Party Committees to complete the documents and organize the Congress as planned.

The Permanent Deputy Prime Minister also raised issues that Lam Dong needs to pay attention to in the coming time, which are arranging enough human resources, paying attention to expertise in land, education, health, etc. for the commune-level apparatus, especially in remote areas, paying attention to the issue of authority, functions and tasks of officials, and the issue of headquarters also needs to be resolved so that enough administrative centers can be arranged to best serve the people.

Issues related to digital transformation and network transmission also need attention to avoid network congestion. In addition, the province needs to promptly review plans to arrange accommodation for officials and civil servants to work with peace of mind...

Regarding the organization of the Party Congress, comrade Nguyen Hoa Binh also suggested that immediately after the conclusion of the Party Congress of the model commune in Don Duong tomorrow (July 15), the province needs to immediately conduct an assessment and draw lessons from 124 connection points across the province.

For the Subcommittee of the Provincial Party Congress Documents after the merger, for the 2025-2030 term, it is necessary to fully synthesize the opinions at the conference; coordinate with departments, branches and sectors to carefully analyze the data in the documents to ensure accuracy and scientificity. The congress documents need to be concise, complete, accurate, both expressing depth of thinking and being highly actionable; must gather opinions from all levels, branches, the intelligence of cadres, party members and people of all walks of life according to the proposed plan.

The Deputy Prime Minister also emphasized that in terms of socio-economic development, Lam Dong province needs to pay attention to overcoming challenges, not wasting potential, promoting growth drivers, renewing new drivers to bring economic indicators to develop commensurately, for projects that are still stuck and need to be resolved. The Central Government will soon organize a conference to resolve the backlog, unleashing huge resources into the economy.

Lam Dong province proposes and recommends to the Central Government

1. Direct and guide the arrangement, consolidation, merger and establishment of mass organizations assigned by the Party and State at the provincial and communal levels.

2. Have policies, mechanisms, directions and instructions so that localities can proactively decide to invest in repairing and renovating houses and land to serve as offices and residences for cadres, civil servants and public employees.

3. Continue to consider the wishes of cadres, civil servants and public employees who have worked in areas with particularly difficult socio-economic conditions.

4. Share, synchronize data, connect specialized data software to perform procedures for people.

5. Continue to pay attention to and promptly resolve difficulties related to the planning of bauxite and titanium exploration and exploitation; difficulties related to investment procedures for bauxite mining and processing plants.

6. Propose that the Ministry of Construction consider and submit to the Government to add the expressway connecting Dak Nong, Lam Dong, and Binh Thuan provinces to the National Expressway Network Plan and that the Ministry of Finance advise the Government to support funding for upgrading and repairing inter-regional national highways such as National Highways 20, 28, 55, etc.; promptly hand over the management, repair and upgrading of national highways to localities.

7. Request the Ministry of Agriculture and Environment to promptly resolve difficulties and problems related to the implementation of the North-South Expressway Construction Investment Project, Western section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc).

8. Propose that the Ministry of Finance consider allocating central budget capital for the 2025 plan according to the proposal of the Provincial People's Committee in Official Dispatch No. 4342/UBND-KH dated April 26, 2025 with a capital of VND 2,500 billion for the Bao Loc - Lien Khuong Expressway Construction Project.

9. Recommend that the Ministry of Finance and the Ministry of Agriculture and Environment review, give general opinions, and provide guidance on adjusting the investment policy for the Project to Improve Water Use Efficiency for Provinces Affected by Drought to borrow capital from the Asian Development Bank (WEIDAP/ADB8 project).

10. Request the Ministry of Finance to review the business investment projects in Lam Dong province (after rearrangement) that have been updated on the Database System of the Steering Committee on resolving difficulties and problems of backlogged projects (77 projects) according to Decision No. 751/QD-TTg dated April 11, 2025 of the Prime Minister.
