Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc inspected the actual operations at the Public Administration Service Center and the commune's online meeting room.
At the inspection, the leaders of Lac Duong commune reported on the operation situation, organization of the government apparatus, the system of documents governing the operation of the one-stop department, equipment, and personnel of the commune. At the same time, they reported on the assignment of tasks to perform tasks related to the functions and duties of the commune-level government; and state management work in the area.
Accordingly, the arrangement and reorganization of the apparatus and administrative units and the construction of a two-level local government model have initially brought about many positive results: the apparatus has been streamlined; duplicate and overlapping departments and organizations have been reduced; management work has been effective and efficient, and intermediate contacts have been reduced.
At the same time, create conditions for localities to promote initiative and creativity in socio -economic development, meet the requirements of building local governments close to the people, contributing to improving the quality of service to people and businesses.
In particular, the two-level local government model has received the approval and satisfaction of people and businesses when coming to the Public Administration Service Center to carry out administrative procedures.
The initial basic steps of decentralization and delegation of power have helped reduce intermediary steps and administrative procedures, saving time and costs for people and businesses. In addition, the effectiveness of state management has also been gradually improved when localities are given the right to take personal responsibility for their leaders, and the direct management role of specialized agencies and commune-level authorities is emphasized.
From July 1, 2025 to present, the Commune People's Committee has issued 127 documents, including: Official dispatch 64; Report 7; Invitation 8; Notice 9; Decision 19; Plan 2; Submission 5; Project 2; other documents 11.
In addition, the application of the VNPT -Ioffice document management and operation system facilitates the timely and effective circulation, processing and exploitation of documents for work. The commune has reviewed local socio-economic development data in the economic and cultural fields.
Regarding the implementation of state management work in the area, regarding the implementation of administrative procedures and handling of work for people and businesses, from July 1 to 14, 2025, the total number of records received was 179 (of which 74 records went through the system). Currently, 112 records have been processed ahead of schedule and on time; 63 records are being processed (within the deadline); 2 records have been refused to be processed; people have applied to withdraw the records for 2 records.
However, the commune is still facing some difficulties and problems such as: Financial resources and facilities are still limited, especially machinery and equipment for the Public Administration Service Center, which lacks some equipment affecting the ability to provide quality public services; the level of information technology of cadres and civil servants does not meet the requirements of the task; the majority of people do not have access to information technology...
Leaders and specialized departments under the People's Committee of Lac Duong commune have recommended and proposed to the working delegation of the Provincial People's Committee a number of contents: Early guidance related to opening budget relationship codes, registering accounts of specialized departments under the People's Committee at the commune level, guiding the operation of the accounting department; early implementation of the allocation of revenue and expenditure estimates for the last 6 months of 2025; attention and financial support for renovating and upgrading working headquarters and building canteens and public houses of the commune as well as investing and purchasing necessary equipment and machinery, especially for the Public Administration Service Center; organizing training courses to improve professional capacity, management and operation skills for the team of commune cadres...
In response to the proposals and recommendations of Lac Duong commune, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc requested leaders of relevant departments and branches to respond, provide specific instructions and research to find solutions.
Concluding the working session, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc acknowledged and highly appreciated the efforts of Lac Duong commune in the process of implementing the merger as well as operating the new administrative unit.
The Vice Chairman of the Provincial People's Committee requested the leaders of Lac Duong commune to clearly understand the instructions of relevant ministries and branches to implement activities and operate the government apparatus.
At the same time, the commune government continues to review and complete administrative procedures after the merger, arrange staff, facilities, equipment, manage and use assets effectively; research plans to guide people to carry out public administrative procedures right on the electronic system; continue to promote the model of using youth union members and students to coordinate with VNPT to support people when they come to carry out administrative procedures at the Public Administration Service Center; strengthen the understanding of people's thoughts and aspirations, promptly resolve recommendations and legitimate feedback from the grassroots.
In addition, continue to coordinate in organizing professional training for staff and civil servants, especially at the Public Administration Service Center.
In particular, it is necessary to focus on the management and protection of forests and mineral resources; establish a working group to inspect and strictly handle the situation of encroachment, deforestation and illegal mineral exploitation...
