Early detection helps effectively resolve urban construction order

Construction order management is an important task of urban management because it affects planning, planning expansion and construction progress.

In the past, to resolve cases of construction order violations, in addition to propaganda and reminders to self-correct, the main method was still forced demolition. However, organizing forced demolition, in addition to taking time to complete the process according to the provisions of the law, from a certain perspective, caused a lack of sympathy, affecting the image of a peaceful, livable city. Therefore, the cities of the province determined that the best way to manage construction order was to detect violations from the beginning to prevent them in time, avoiding the situation where the basic construction was completed and the functional forces only got involved.

To do a good job of early detection, local authorities delegate authority and responsibility to grassroots levels, from villages, neighborhoods to communes and wards. Mr. Ngo Van Tinh, Head of Nam Binh 1 neighborhood, Hoa Xuan Tay ward (Dong Hoa town) said: If we only rely on the neighborhood force, it will be very difficult to detect early. Because people go to work during the day, construction is often done at night. Typically, illegal construction on agricultural land, when reporting to the neighborhood, people only say they are building temporary huts but in fact they are building solid brick walls. The most effective way to detect early is to expand the grassroots information network through Zalo neighborhood or Zalo association, group. Grasping information about the neighborhood to check, remind if the violation still does not stop, will report to superiors for appropriate handling.

From 2022, Tuy Hoa City will decentralize and assign responsibilities to each ward, commune, and neighborhood in managing construction order violations according to the principle that the level that allows violations to occur will be responsible. Mr. Cao Dinh Huy, Chairman of Tuy Hoa City People's Committee, once shared: The city's policy is that if a ward or commune allows construction order violations to occur, the head of that locality will be responsible. The head of that ward or commune is then assessed as not fulfilling his/her duties and can take half a month off to think about finding a solution. If this situation continues to occur, he/she may be forced to transfer jobs or voluntarily resign. The reason the city has to act so drastically is because the process of resolving illegal construction works takes a lot of time, effort, and even state budget money. From 2022 to now, thanks to drastic implementation, the city has reduced construction order violations by 30-50% every year...

This approach in urban areas helps reduce violations of construction order. In the future, when the district level is no longer available, wards and communes can learn from this experience to apply management in their areas.
