Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong signed Official Dispatch No. 2895/BVHTTDL-DSVH to the People's Committees of Thanh Hoa, Hue and Ninh Binh provinces and cities on strengthening the management, protection and promotion of the value of historical - cultural relics and scenic spots.

Along with that, review all the inventoried and classified relics in the area, ensure that there are organizations and representatives directly responsible for managing, protecting and looking after the relics. The relic management apparatus must ensure effectiveness and efficiency to perform well the task of protecting the relics, avoid the situation where the relics do not have or are not clear who is directly responsible, slow in detecting and handling when the relics are violated, and in cases beyond the authority, report to the Provincial People's Committee for consideration and handling.
Localities review, supplement and complete scientific records of relics, and at the same time issue regulations on management, protection and promotion of the value of historical-cultural relics and scenic spots under their authority. These clearly define regulations on the protection of relics, artifacts belonging to relics, and cultural landscapes of relics, along with specific assignment of protection responsibilities to organizations and individuals in an effective manner.
The Ministry of Culture, Sports and Tourism also requested to organize reviews, draw lessons, clarify the responsibilities of relevant organizations and individuals, and prevent similar cases of encroachment on relics; direct the strengthening of management, security protection, and safety of relics and artifacts belonging to relics as well as relic management work in the area; proactively develop plans to prevent, detect early and be ready to stop and handle acts of encroachment and sabotage. At the same time, promote propaganda and education to raise awareness and awareness of relic protection in the community.
From July 1, 2025, the Law on Cultural Heritage 2024 will take effect, in which, Clause 4, Article 90 clearly stipulates the responsibility of the provincial People's Committee for State management of cultural heritage. The Ministry of Culture, Sports and Tourism recommends that localities need to prepare well the conditions (finance, human resources, database...) to ensure State management activities according to decentralization and delegation of authority to protect and promote the value of cultural heritage in general and relics in particular.
Along with that, organize propaganda, dissemination, and training for officials working in management of sectors and fields under the scope of the Law on Cultural Heritage of localities, people, and businesses on new provisions of the Law and documents detailing the implementation of the Law.
Previously, the Government Office issued Official Dispatch No. 4729/VPCP-KGVX dated May 28, 2025 announcing the Conclusion of Deputy Prime Minister Mai Van Chinh on grasping information, promptly having appropriate solutions according to authority, ensuring effective management, protection and promotion of the value of heritages and relics nationwide.
