On the afternoon of June 24, continuing the 9th Session Program, the National Assembly discussed in the hall the results of supervising the settlement of voters' petitions sent to the 8th Session, 15th National Assembly.
Speaking at the discussion in the Hall, delegate Tran Thi Thanh Huong - National Assembly Delegation of An Giang province expressed her high agreement with Report No. 1260 of the National Assembly Standing Committee on the results of monitoring the settlement of voters' petitions sent to the 8th Session, 15th National Assembly. The report shows that up to now, 2033/2033 voters' petitions sent to the 8th Session, 15th National Assembly have been answered and settled (reaching a rate of 100%).
In particular, the responses of ministries and branches have recently been improved in the direction of seriously accepting and providing practical solutions. Thereby, contributing to removing difficulties and obstacles at the grassroots level, not only helping voters better understand policies and laws but also creating sympathy and sharing with the difficulties and pressures of ministries and branches in performing state management functions in each field.
"It can be said that these are very valuable results, and are clear evidence that the activities of the Party, National Assembly, and Government are increasingly closely linked with voters and people," said delegate Tran Thi Thanh Huong.

Expressing her opinion on the issue of spending regime for sports competitions, delegate Tran Thi Thanh Huong said that currently, Joint Circular No. 200/2011/TTLT-BTC-BVHTTDL dated December 30, 2011 regulating financial spending regime for sports competitions between the Ministry of Finance and the Ministry of Culture, Sports and Tourism is an important legal basis for organizing sports competitions.
However, after 14 years of implementation, the socio-economic situation has changed a lot, especially the basic salary has increased 2.82 times, many spending levels are no longer suitable to reality but up to now the Circular has not been adjusted.
In terms of viewpoint, the Ministry of Finance and the Ministry of Culture, Sports and Tourism both agree on the necessity of issuing a Circular to replace Joint Circular No. 200. However, there are still problems in determining the presiding unit.
Recently, based on the opinions of the Standing Committee of the National Assembly's Committee for People's Aspirations and Supervision, the Ministry of Culture, Sports and Tourism has submitted a proposal to the Government to assign the Ministry of Finance to preside over and coordinate with the Ministry of Culture, Sports and Tourism to issue a Circular to replace Joint Circular No. 200. Deputy Prime Minister Ho Duc Phoc has directed the Ministry of Finance to study the opinions of the Ministry of Culture, Sports and Tourism in the submission for consideration and decision according to its authority and legal provisions.
"Through the information, voters are very excited, however, this is an issue that has been raised since the 3rd session of the 15th National Assembly until now, so many opinions continue to recommend that the Government pay attention, direct the Ministry of Finance, the Ministry of Culture, Sports and Tourism and relevant ministries and branches to be more active in coordinating to review and soon issue new documents to adjust and amend Joint Circular No. 200, contributing to resolving voters' long-standing petitions, quickly removing obstacles, and at the same time practically creating conditions to encourage and further promote the sports movement in the coming time," the delegate recommended.

Explaining this issue at the meeting, Minister of Finance Nguyen Van Thang said that Joint Circular No. 200/2011/TTLT-BTC-BVHTTDL regulating financial expenditure regimes for sports competitions was issued from December 30, 2011, so the current expenditure levels are no longer appropriate.
In response to voters' opinions and recommendations, the Prime Minister has issued a directive to issue a new Circular to replace Joint Circular No. 200. The Ministry of Finance has drafted the Circular and is currently seeking comments from ministries, branches and localities.
"It is expected that after collecting opinions, we will issue a Circular replacing Joint Circular No. 200 in July 2025 for implementation," said Minister Nguyen Van Thang.
