Accordingly, implementing the direction of the Politburo , the Secretariat, the Government and the Prime Minister, the Ministry of Culture, Sports and Tourism has developed and submitted to the Government for promulgation Decree No. 137/2025/ND-CP dated June 12, 2025 regulating the decentralization of authority of local authorities at two levels in the fields of culture, sports and tourism and Decree No. 138/2025/ND-CP dated June 12, 2025 regulating the decentralization and delegation of authority in the fields of culture, sports and tourism.
At the same time, the Minister of Culture, Sports and Tourism issued Circular No. 09/2025/TT-BVHTTDL dated June 12, 2025, stipulating the decentralization and assignment of authority of local authorities at 02 levels in the fields of culture, sports and tourism. Specifically: 06 tasks and groups of tasks under the authority of the Prime Minister are decentralized to Ministers and Heads of ministerial-level agencies; 02 tasks and groups of tasks under the authority of the Prime Minister are decentralized to the Chairman of the Provincial People's Committee; 16 tasks and groups of tasks under the authority of the Minister are decentralized to the Provincial People's Committee; 02 tasks and groups of tasks under the authority of district-level local authorities are transferred to the Provincial People's Committee and provincial tourism professional agencies; 15 tasks and groups of tasks under the authority of the district-level local government are transferred to the People's Committee at the commune level (14 tasks and groups of tasks); Chairman of the People's Committee at the commune level (01 task).

The content of tasks, procedures, records, and forms related to the implementation of decentralized, delegated, and delegated tasks have been specifically prescribed in the above Decrees and Circulars for agencies, organizations, and individuals to directly apply and implement. Therefore, the Ministry of Culture, Sports and Tourism does not issue a Circular detailing and guiding the implementation of Decree No. 137/2025/ND-CP and Decree No. 138/2025/ND-CP.
At the same time, the Minister of Culture, Sports and Tourism issued Circular No. 10/2025/TT-BVHTTDL dated June 19, 2025 guiding the functions, tasks and powers of the Department of Culture, Sports and Tourism, the Department of Culture and Sports, the Department of Tourism under the Provincial People's Committee; the functions, tasks and powers of the Department of Culture - Society under the Commune People's Committee in the fields under the state management of the Ministry of Culture, Sports and Tourism; Decision No. 2069/QDBVHTTDL dated June 19, 2025 on promulgating newly issued, amended, supplemented and abolished administrative procedures in a number of fields under the management of the Ministry of Culture, Sports and Tourism according to regulations on decentralization, delegation and assignment of authority; Official Dispatch No. 1445/BVHTTDL-DSVH dated April 8, 2025 on guidance on reviewing, adjusting and determining administrative units related to the state management field of the Ministry of Culture, Sports and Tourism; Official Dispatch No. 2706/BVHTTDL-TCCB dated June 19, 2025 on guidance on plans to arrange and reorganize public service units in the fields of culture, sports and tourism at the local level when implementing the 2-level local government organization model.
The Ministry of Culture, Sports and Tourism requests the People's Committees of provinces and centrally run cities; Departments of Culture, Sports and Tourism; Departments of Culture and Sports; Departments of Tourism of provinces and centrally run cities to base on the above documents to deploy, implement and guide the People's Committees at the commune level to implement.
