With the motto "Solidarity - Discipline - Breakthrough - Development", the 6th Congress of Delegates of Z199 focused on evaluating the results of implementing the Resolution of the 5th Party Congress and determining the directions, goals, tasks, and leadership solutions for the 2025-2030 term; reviewing the leadership work of the 5th Party Committee of Z199; discussing and contributing opinions to the draft documents submitted to the Party Congresses at all levels.

In the 2020-2025 term, Party Committee Z199 led the unit to successfully complete the set goals, targets and tasks.

In the 2025-2030 term, the Z199 Party Committee identified three breakthroughs: Organizing a streamlined, efficient apparatus after the merger and improving the quality of human resources; promoting scientific and technological research, innovation, and digital transformation; promoting the development of high-value economic products for export.

The factory strives to achieve an average revenue growth rate of more than 10%/year; research, design and manufacture 8-10 optical-electronic products, develop 5-10 new economic products with high value and competitiveness...

Speaking at the congress, Major General Nguyen Duc Tang acknowledged and commended the achievements of the Z199 Party Committee in the 2020-2025 term; at the same time, he requested that in the coming term, cadres, party members, employees and workers of the Factory continue to strictly implement the directives and resolutions of the Party, State, Central Military Commission, Ministry of National Defense , and strive and be determined to successfully complete the set targets, goals and tasks.

Focus on leadership to promote scientific and technological research, testing of new defense and economic products to ensure quality, progress and safety. Pay attention to investing in developing smart production; strengthen digital transformation associated with corporate governance; improve productivity, quality and product design to increase competitiveness, affirm prestige and brand in the market. Along with that, the Factory needs to implement well the democratic regulations at the grassroots level; ensure good policies, life, income, working environment for cadres, employees, workers...

The Congress elected the Executive Committee of the Z199 Party Committee for the 2025-2030 term and delegates to the 11th Congress of the General Department of Defense Industry Party Committee.
