Foreigners aged 6 years and above who have been granted a permanent or temporary residence card in Vietnam can be granted a level 1 and level 2 electronic identification account upon request. Foreigners under 6 years of age will be granted a level 1 electronic identification account upon request.
From July 1, the Immigration Department of Lam Dong Provincial Police has received applications and carried out procedures at 3 locations, including No. 24-26, Hung Vuong Street, Xuan Huong Ward - Da Lat; No. 139 Mau Than, Phan Thiet Ward and No. 199 23/3 Street, Residential Group No. 2, Nam Gia Nghia Ward, during office hours from Monday to Friday and every Saturday morning. The issuance of electronic identification accounts for foreigners is done free of charge.

The time limit for processing procedures for granting electronic identification accounts to foreigners is no more than 3 working days if there is biometric data (face photo, fingerprint) in the national database; no more than 7 working days if there is no biometric data. The account registration result is notified via the National Identification Application (VNeID) or the owner's mobile phone number or email address.
Providing electronic identification accounts to foreigners not only serves the requirements of modern management and digital transformation today, but also creates great convenience for foreigners in the process of living, working, studying and traveling in Vietnam.
When foreigners have a level 2 electronic identification account, they can look up and use personal information integrated from the national database and specialized information systems according to regulations. This helps foreigners easily perform online public administrative services through the Public Service Portal, integrating with Vietnam's electronic administrative system; at the same time, it helps protect personal information, improve safety and security in administrative transactions.
