The new Dat Mui commune - the southernmost commune of the country, has the largest area in the province with more than 271km2 , a population of more than 33,290 people, formed on the basis of arranging the entire natural area, population of Dat Mui commune (old) and a part of the natural area, people of Vien An commune and the rest of Tan An commune. Dat Mui commune is considered the southernmost commune of the country, with a famous place called Ca Mau Cape with a number of works such as: National coordinate marker GPS 0001, Hanoi flagpole symbol in Ca Mau, symbol of the end of Ho Chi Minh road...

Coming to the Dat Mui Commune People's Committee office to complete the procedures to receive the critical illness allowance early in the morning, Mr. Quach Van Tich (a resident of the old Vien An Commune) said that in the past, to complete this procedure, he had to travel dozens of kilometers to the district, which took a lot of time. "Now, the Commune People's Committee has also solved it, the travel time has been reduced by half. The procedure is also faster and more concise, without having to go through as many steps as before," Mr. Tich said excitedly.

Sitting next to Mr. Tich, Mr. Hong Van Hung's face was also bright when the staff of the Dat Mui Commune Administrative Service Center quickly processed the procedures for applying for a land use right certificate. "It must be recognized that the two-level local government has helped people a lot in carrying out administrative procedures. From the distance to the procedural steps, the processing time has been shortened. I have been sitting here for a while now, seeing everyone coming to do the procedures happy and cheerful," Mr. Hung commented.

Mr. Cao Van Phu, Chairman of Dat Mui Commune People's Committee, said that after the inspection, on the first working day, the agencies of the People's Committee and the Commune Public Administration Service Center operated smoothly and stably, and received positive feedback from the people. "In the coming time, the commune will continue to further improve the responsibility of cadres and civil servants, especially in serving the people. The commune always listens to people's opinions and suggestions to better resolve administrative procedures with them, so that people are more satisfied," Mr. Phu shared.

Can Tho : Completed upgrading digital infrastructure in all wards and communes

Mr. Kim Sai Huil (born in 1954, residing in Thuan Hoa commune, Can Tho city) said: “My wife and I went to the commune’s Public Administration Center to do the paperwork. The staff enthusiastically guided us, and the paperwork was processed quickly, without having to wait long. In particular, the office is spacious, clean, and fully air-conditioned, so we, the people, are very excited.”

Mr. Thai Dang Khoa, Secretary of Phu Loi Ward, Can Tho City, said: The Ward has deployed full personnel at the Public Administration Center; facilities, equipment, and machinery have also been upgraded to be fully adequate for work. Therefore, the settlement of administrative procedures for people is smooth and uninterrupted.

Mr. Truong Canh Tuyen, Deputy Secretary of the Can Tho City Party Committee, said: Previously, the city had organized a trial operation and arranged the facilities of new communes and wards in the area. Accordingly, the results of the trial operation in 103 communes and wards basically ensured smooth and synchronous operation; no interruption of work, handling administrative procedures for people within the prescribed time; steps in the process of coordinating document processing, advising leaders of agencies, units, and localities were carried out quickly and synchronously...

Regarding digital infrastructure, up to now, Can Tho City has completed 100% of the task of upgrading information technology systems, from handling administrative procedures, document management, email, online conferences, data transmission, integration platforms, data sharing to the city database. Information technology human resources are also arranged in all agencies and units, basically meeting the requirements of serving people and businesses.

Regarding the arrangement of headquarters after the merger, 3 localities (Can Tho, Soc Trang, Hau Giang) have a total of 4,050 public headquarters. After the merger, 3,674 headquarters will continue to be used. For 376 redundant headquarters, the city has reviewed and made plans to arrange them for departments, branches, police forces, military, fronts, etc.; the remaining redundant headquarters will develop a roadmap for handling in the coming time, ensuring no waste.

In Tay Ninh , on the first day of operating the two-level local government, all administrative agencies operated smoothly; the handling of administrative procedures by government agencies with people and businesses was basically guaranteed.

Mr. Bui Nguyen Khoi, Deputy Director of the Department of Science and Technology of Tay Ninh province, said that the policy of implementing a two-level local government is an important step in the reform of the state apparatus, aiming to streamline the apparatus, improve management effectiveness, and service quality for people and businesses.

To serve the management and operation requirements according to the new Tay Ninh provincial government model, the Department of Science and Technology continues to coordinate and support communes and wards in operating the Commune-level Public Administration Service Center, ensuring interconnection of databases at all levels. At the same time, synthesizing reports on difficulties and recommendations of wards and communes during the operation process to report to the Tay Ninh Provincial Party Committee for direction and resolution.

Dong Thap: Fixing software technical errors, completing digital signature procedures

As early as 8:00 a.m., nearly 50 people came to contact work at the main point of the Public Administration Service Center located at the One-Stop Department of the People's Committee of Chau Thanh District (old), now located at the headquarters of the People's Committee of Phu Huu Commune. For the first time operating the 2-level local government model, people coming to carry out administrative procedures were still confused but were guided enthusiastically and thoughtfully by officials and civil servants. With the one-stop processing process, administrative procedures were received and resolved quickly, helping to save time and reduce pressure on people.

Ms. Vo Thi Binh, Chairwoman of Phu Huu Commune People's Committee (Dong Thap Province) said that on average, the main point of the Public Administration Service Center receives about 150 records, and the sub-points process from 10 to 20 records per point/day. The highest transaction density usually falls in the morning and on the first days of the week. The team of civil servants works wholeheartedly, ready to support people at every stage of the procedure process. Although there are still some difficulties such as: software technical errors, or incomplete procedures for digital signatures, bank accounts, etc., with a proactive and responsible spirit, the commune government is making efforts to overcome them so that the model operates best.

“With a systematic organization, solidarity and determination of the entire political system, Phu Huu commune will effectively promote the 2-level local government model, contributing to building a modern, service-oriented and people-friendly administration,” Ms. Binh hopes.

Tho Chau Special Zone: Facing difficulties in operating e-government

Phu Quoc Special Zone is also the largest administrative unit in An Giang province, with an area of ​​over 575 km 2 . In recent years, Phu Quoc has always been the leading locality in budget revenue in Kien Giang province (old), accounting for more than half of the province's total budget revenue. In early 2025, Phu Quoc was recognized as a class I urban area.

According to the reporter, on the morning of July 1, many headquarters of Party and State agencies, enterprises and business establishments on the "pearl island" have renewed their signs with the phrase "Phu Quoc special zone" instead of the previous "Phu Quoc city". People and businesses flocked to the Phu Quoc Special Zone Public Administration Service Center to do paperwork in a joyful and welcoming atmosphere.

“I heard that since July 1, there have been many positive changes in land paperwork, so I came early to get a number and register to submit my application. The staff were friendly and enthusiastic, giving detailed instructions on how to fill in the information correctly and quickly receiving the application. I am really satisfied and hope that in the coming days, this will always be maintained, ensuring the rights of the people,” said Ms. Ngo Thi Nham (Duong Bao hamlet) excitedly.

Mr. Tran Minh Khoa, Chairman of Phu Quoc Special Zone People's Committee, said that this is a revolutionary innovation and Phu Quoc has previously prepared all aspects of human resources, facilities and resources to operate a two-level local government. The locality will apply digitalization and science and technology to management to both reduce costs and help people and businesses shorten the time for procedures, paperwork, business or investment on Phu Quoc Island.

"The special economic zone is a new and special model, so it requires special mechanisms and management. Initial difficulties are inevitable, but the locality will be determined to implement and research appropriate solutions to serve the people. In the immediate future, the force of civil servants and public employees will remain the same and the locality will have a roadmap to streamline by 2030 to ensure focus on work and serving the people," said Mr. Tran Minh Khoa.

In contrast to the bustling atmosphere in Phu Quoc special economic zone, on the morning of July 1, the Public Administration Service Center of Tho Chau special economic zone was quite quiet. An official there said that the Center started operating on June 30, when the decision to establish Tho Chau special economic zone was announced, but until almost the end of the working day on the morning of July 1, no people had come to contact the center for work.

“The first difficulty in operating e-government on this remote island is that the internet is unstable. The island’s population is small, so the need to handle administrative procedures is not high. In addition, this is also the first time operating e-government, so islanders are still not familiar with it,” said Ms. Nguyen Ngoc Cam, an official at the Tho Chau Special Zone Public Administration Service Center.

Tho Chau is a small archipelago with an area of ​​only 14km2 , formerly a commune of Phu Quoc City, 160km from the mainland towards Ca Mau Cape and 220km towards Rach Gia, 115km from Phu Quoc Island. Tho Chau's population has decreased from over 2,000 people to only 1,896 people.

"People expect the Tho Chau special zone government to focus on investing in the development of the outpost island, especially in the marine economy and tourism services," said Le Van Ca, a long-time resident of Tho Chau special zone.

Mr. Truong Canh Tuyen, Deputy Secretary of the Can Tho City Party Committee, added: Basically, the operation of the Public Administration Center in communes and wards basically meets the requirements. However, due to the huge amount of work, the urgent implementation time, and the lack of key personnel in the positions of the new administrative unit, some communes and wards initially encountered certain difficulties in the operational stages; most of the physical facilities of communes and wards did not ensure the area for arranging functional areas to serve people according to regulations; machinery and equipment were also not guaranteed, still lacking compared to actual needs; in some communes and wards, there were still errors in digital signatures...
