VNPT with the "digital highway" campaign ensures smooth operation of two-level local government

July 1, 2025 marks a historic turning point when Vietnam officially operates a two-tier local government model. In its role as the main “digital logistics”, VNPT has launched a comprehensive campaign to upgrade infrastructure, increase bandwidth, and ensure that the dedicated data transmission network operates continuously 24/7.

Not only simply upgrading technology, Vietnam Posts and Telecommunications Group ( VNPT ) has launched a comprehensive campaign to "pave the way" for a two-tier local government model, ensuring that data lines, records, telegrams, and operations are all smooth from the central government to remote communes. The Metronet inter-provincial dedicated data transmission network (TSLCD) of 14 provinces and cities has been upgraded with simultaneous bandwidth, expanded to 200Mbps, completed before June 29. Not only stopping at provincial centers, VNPT has doubled the connection speed from communes/wards to provinces/cities compared to before (200Mbps), achieving an impressive completion rate: 88% of old and new communes and wards are ready for the "big transformation".

Along with that, the transmission bandwidth from the province and city to the regional center has been increased 4 times compared to before, synchronized across all 63 old provinces/cities. Up to now, 33/34 new provinces have smoothly operated the new TSLCD network system. The remaining province, Son La, will also complete it in the next few days, continuing the comprehensive unification. At the same time, to ensure the huge traffic from the National Public Service Portal (DVCQG), before June 29, VNPT completed upgrading the trunk connection between the TSLCD network and the IDC Nam Thang Long Data Center ( Hanoi ), with two-way redundancy and the ability to respond from 1Gbps to 10Gbps, an unprecedentedly high level of availability.

The network security system is also reinforced with SRX5400 Firewall, with a load capacity of up to 20Gbps. Along with 24/7 monitoring deployment, transmission channels are providing for the TSLCD network's backbone connection to ensure continuity, stability and arrange a team of engineers on duty in all key provinces and communes and wards. VNPT commits to handling all incidents within 15 minutes and automatically activating bandwidth when the load exceeds the threshold.

Run the model “smoothly ” from day one

The results were evident on the very first day. On July 1, when the new administrative system officially went into operation, 100% of the electronic records generated during the day were synchronized to the National Public Service Portal before 5 p.m., with no backlog. In localities such as Ho Chi Minh City, Ninh Binh, and Hue City, access time to the National Public Service Portal was reduced by 20-40%, marking an improvement in speed and reliability. People in mountainous communes, which were once considered “blank areas” for online public services, can now submit their applications right at the commune headquarters, with data “flying” to the Central Government in just a few seconds. This is clear evidence that digitalization is approaching the grassroots level, truly serving the people instead of just being a slogan.

More than 3,200 television bridges have been deployed by VNPT to connect to the Central Government to reach communes and wards across the country.

A separate security system has been fully deployed by VNPT at 100% of provincial, municipal and commune party committee offices, helping urgent dispatches to be sent and received within seconds; considered a significant step forward in direction and management. At the same time, more than 3,200 video conferencing points have been deployed by VNPT to connect to the Central Government so that commune and ward leaders can hold online meetings, saving time and ensuring work is continuously updated.

Affirming the role of national "digital logistics"

VNPT’s “digital highway” campaign is not just a simple infrastructure upgrade. It is a strategic vision in the digital transformation process, where all digital infrastructure, software solutions, technical teams and organizational capacity are mobilized for a common goal: ensuring the new administrative model operates effectively from day one.

Along with upgrading the transmission line, VNPT has integrated and deployed specialized software such as VNPT iGate, VNPT iOffice to support local authorities at 2 levels in processing documents, signing, holding meetings, and operating anytime, anywhere. This is an important solution for smooth operation in a streamlined model, when the number of staff is reduced but the pressure to serve people and businesses remains unchanged, even increases. In particular, the presence of VNPT staff on duty at all communes/wards is not only to provide technical support, but also as a digital "emergency doctor", ready to troubleshoot, handle problems and support local authorities to transform smoothly in the early stages.

Digital transformation is not only about applying technology but also about changing the way the government operates and serves the people.
