According to the report, as of early July 2025, the Provincial Construction Investment Project Management Board assessed that Hai Dang Joint Stock Company, the contractor for Package 21, currently does not meet the financial capacity, ability to gather materials, vehicles, equipment, human resources, etc. to basically complete the project before December 19, 2025 as directed by the Prime Minister and committed to the Provincial People's Committee.
Specifically, in terms of personnel and equipment, this contractor has mobilized 76 motorbikes (14 vibratory rollers, 3 bulldozers, 52 dump trucks, 4 excavators, 2 graders, 1 water truck) and 10 workers to participate in the construction of the section of the project package No. 21 under the responsibility of this unit. Along with that, the contractor has also gathered more than 186 thousand m3 of fill soil to the construction site, reaching more than 42% of the total volume of fill soil needed for construction and reaching 65% of the volume of soil needed for construction for the section of the project that has a construction site; gathered 3 thousand m3 of various types of rock out of a total of more than 62 thousand m3 to the construction site.
According to the assessment, the contractor's capacity meets the bidding documents. However, up to now, the construction volume of Hai Dang Joint Stock Company has only reached about 7% of the signed contract value for the section of more than 2.6km that has been handed over the site (this contractor is currently handed over about 85% of the site area).
According to the Provincial Construction Investment Project Management Board, the contractor Hai Dang Joint Stock Company has issued a written notice of contract progress violations and 9 progress review documents. After these reminders, the contractor has adjusted and increased machinery and equipment to transport earthworks to the construction site. The contractor has also committed to organizing the construction in the spirit of "3 shifts, 4 shifts". However, the actual implementation is still not synchronous and has not achieved clear results, especially in the construction of road foundations, gathering of stone materials, precast components... not meeting the spirit of "3 shifts, 4 shifts" directed by the Provincial People's Committee.
Therefore, the Provincial Construction Investment Project Management Board has requested the contractor to urgently review and consolidate the construction plan, ensuring the implementation of commitments on human resources, equipment, and continuous working time in shifts, in order to speed up the progress of important items and ensure timely completion of the project.
