Implementing the Prime Minister's Official Dispatch No. 80 on promoting the implementation of the plan to handle assets after the rearrangement and organization of the apparatus and administrative units (ADUs) at all levels, the Provincial People's Committee assigned the Department of Finance to coordinate with the Department of Public Asset Management - Ministry of Finance to organize 2 training courses for nearly 2,000 cadres who are unit leaders and cadres directly performing the task of inventorying assets at 984 agencies, organizations and units in the province.
To ensure that the basic preparations are on track and meet the planned schedule, the Provincial People's Committee assigned departments and branches to synthesize, review and inventory specialized assets; the People's Committees of districts and cities synthesize, review and inventory assets of localities.
Based on the assigned tasks, 100% of units established a Public Asset Inventory Team to review data, original price, remaining value, year of putting assets into use, and prepare prescribed forms. Up to now, 100% of inventory units have completed the registration of inventory objects ahead of time, conducted actual asset inventory, and submitted inventory reports on the Public Asset Inventory Software; 100% of units have completed the comparison and logic checking of inventory assets on the Public Asset Inventory Software ahead of time.
Accordingly, 9/19 types of assets were registered by 966 units on the General Inventory of Public Assets software, such as fixed assets at agencies, organizations, and units; road infrastructure; clean water supply infrastructure; market infrastructure...
The total value of the inventory assets was determined to be nearly 87 trillion VND, the remaining value was more than 69 trillion VND. Through the investigation, Vinh Phuc is one of 15 provinces and cities nationwide that the Ministry of Finance recorded as having no unreasonable data during the process of conducting the general inventory of public assets.
At this time, the Department of Construction has basically completed the review and update of information on real estate, land, headquarters, etc. under its management authority. In particular, implementing Decree No. 44 of the Government regulating the management, use and exploitation of road infrastructure assets, the Department promptly reviewed and updated the standardization on the management software of the Department of Public Asset Management - Ministry of Finance with a total original asset value of more than 14.5 trillion VND, the value after depreciation according to regulations to date is more than 10.8 trillion VND. Thereby, contributing to ensuring the handling of assets after the reorganization of the apparatus and administrative units is effective, transparent, sustainable, avoiding loss, waste and in accordance with reality.
Continuing to perfect the mechanism and policies for public asset management, the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with agencies, units, and localities to advise the Provincial People's Committee to report to competent authorities on the plan for arranging headquarters, facilities, equipment, and conditions to ensure service for agencies, organizations, and units according to the new public service model.
Based on the conditions of existing headquarters, traffic infrastructure, means of transport, information technology infrastructure, digital transformation in the operation of the government apparatus, it is possible to arrange to maintain work at many headquarters in the initial phase of arranging administrative units to ensure state management work in the merged areas and reduce difficulties in travel and living of cadres, civil servants, public employees and workers; not to affect or interrupt the provision of public services to the people.
Coordinate with the Department of Home Affairs to integrate plans for the arrangement, disposition, and handling of public assets simultaneously with the process of developing a Project for the arrangement and reorganization of administrative units at all levels; prioritize the arrangement and disposition for areas such as healthcare, education, and community culture.
Develop and advise the Provincial People's Committee to issue a plan to handle surplus assets according to the guidance of the Ministry of Finance, ensuring "Clear people, clear work, clear time, clear responsibility, clear products, clear authority".
Assign the departments of Finance, Agriculture and Environment, Construction and related units based on their functions and tasks to regularly grasp the instructions of the Central agencies and problems arising in the implementation process in order to promptly guide departments, branches and localities to adjust land use planning and construction planning to convert the functions of surplus houses and land. From there, it not only meets the requirements of public asset management in the province but is also an important step to realize the Party and State's policy on practicing thrift and fighting waste.
