Proposals to amend and supplement many laws, including the Land Law, will be reviewed at the 10th session.

In the first 6 months of the year, the Government submitted 53 draft laws, ordinances and resolutions to the National Assembly and the National Assembly Standing Committee for approval and comments. In the last 6 months of 2025, the Government plans to submit 49 documents.

On July 14, at a meeting to discuss and finalize the Government 's proposal on the 2026 legislative program, Minister of Justice Nguyen Hai Ninh emphasized that due to the large number of laws that need to be amended and supplemented, it is necessary to first clarify the orientation and principles; agree on how to build laws that need to be amended and supplemented to facilitate the process of law application, law enforcement, law lookup and use.

The priority order for inclusion in the 2026 legislative program, according to the Minister, is projects that create a legal basis for streamlining the apparatus and organization of two-level local governments; projects serving the development of science and technology, innovation, digital transformation and serving double-digit breakthrough growth; comprehensively amending or promulgating new laws to ensure the progress of amendments and the consistency and uniformity of laws; and fourthly, handling legal inadequacies and obstacles.

According to the draft proposal of the Government, in the first 6 months of the year, the Government submitted to the National Assembly and the National Assembly Standing Committee for approval and comments on 53 draft laws, ordinances and resolutions. In the last 6 months of the year, the Government plans to submit to the National Assembly and the National Assembly Standing Committee 49 documents.

In addition, implementing the direction of the Politburo, the Central Steering Committee on perfecting institutions and laws and of General Secretary To Lam, the Government has directed ministries to review and propose amendments, supplements or replacements to a number of laws such as the Land Law, the Planning Law, the Law on Urban and Rural Planning... to add to the agenda of the 10th session, and submit them to the National Assembly for consideration and approval according to the 1-session process.

Minister Nguyen Hai Ninh also noted that amending and supplementing laws is not only about amending the content on decentralization of authority, but also trying to amend as comprehensively as possible, including the content on decentralization and delegation of authority.
