Potential for disruption
Recorded at noon on July 4, the drilling of 3 bored piles at the M2 pier of the railway overpass, on National Highway 14E (Binh Quy commune, old Thang Binh district) through the new Thang Binh commune has been completed. Engineer Cuong - executive officer of Project Management Board 4 (representative unit of the investor, Vietnam Road Administration) shared that the T4 pier has a total of 4 bored piles, and has drilled the 3rd pile. Before July 10, the contractor finished drilling the last pile of this pier. In reality, the construction site is still messy due to lack of space to carry out construction.

"It is expected that on July 10, 2025, we will have to stop the bored pile construction due to lack of land," said engineer Cuong. According to the investor's representative's report, the construction area of the railway overpass has 64 plots of land (59 household items) affected. The locality has approved the compensation and site clearance plan (GPMB) of 59 plots, but only 54 plots have received money, 5 plots have not agreed to receive money (2 plots have been put into construction). In the remaining case, 5 plots have not approved the plan.

Notably, 54 plots (48 household items) have received money and committed to handling over the land, but only 26 plots have been constructed. Of the 26 plots that the people allowed for construction, the contractor only built enough road width to ensure traffic for 21 plots, and only allowed partial construction for 5 plots. reproduce, Mr. Nguyen Duc Lai's household allowed construction in the front yard, without demolishing the house to hand over the land. Therefore, the road surface to ensure traffic is only 3.5m wide enough for construction, not enough to arrange for traffic.

Get involved after operating the new commune
Engineer Cuong said that after the new Thang Binh commune (formed after the merger of Binh Phuc, Binh Nguyen, Binh Quy communes and the old Ha Lam town) officially went into stable operation, on the morning of July 4, the Chairman and Vice Chairman of the Commune People's Committee went directly to the construction site to grasp the situation of land acquisition and clearance issues of the project to renovate and upgrade National Highway 14E through Binh Quy (old) in general, and the railway overpass in particular. The railway overpass is a critical point of the entire project, according to the schedule, it will take at least 6 months to complete the construction.

Meanwhile, the investment budget for the project is included in the medium-term public investment plan for the period 2021 - 2025. In 2025, the overpass is not completed, so it is likely that this project will have to be stopped. Therefore, the investor proposed that the People's Committee of Da Nang City direct relevant parties to promptly complete the procedures to approve the compensation plan and land acquisition for the remaining 5 household. Notify and plan to protect the construction of the location where the households have received money but have not handed over the land, including the 5 plots that have only been partially handed over.
The investor also recommends that the locality complete the procedures to enforce the construction in cases within the scope of land acquisition and clearance of the overpass project without receiving money. Speed up the procedures to implement land acquisition and clearance to the 15.7m line as a basis to mobilize people to hand over the site soon. The city directed and urged Thang Binh Power Company to move the remaining electrical infrastructure out of the construction area; including medium voltage electricity for the railway overpass and low voltage electricity, lighting outside the railway overpass area.

As reported by Da Nang Newspaper and Radio and Television, the railway overpass at km15+615.32, National Highway 14E is a grade III road bridge with the same grade as the section from km15+270-km16+054. Therefore, according to Clauses 2 and 3 of Article 17 of the Railway Law No. 06/2017/QH14, railways intersecting with roads must build grade-separated intersections in the following cases: Railways with a design speed of 100 km/h or more intersecting with roads; railways intersecting with roads of grade III or higher; railways intersecting with urban roads; urban railways intersecting with roads, except for railway-wheeled trams.
Also according to the Railway Law, investors building new railways must be responsible for building grade-separated intersections according to the provisions of Clauses 1 and 2 of Article 17; Investors building new roads must be responsible for building grade-separated intersections according to the provisions of Clause 2 of this Article. Therefore, the construction of railway overpasses is mandatory when upgrading and renovating National Highway 14E.

Furthermore, railway overpasses will replace level crossings. From here, intersections between roads and railways will be avoided, traffic safety between roads and railways will not be compromised, and the speed of trains and vehicles on the road will be maximized. This will facilitate the transportation of goods by both road and rail, develop the economy and society, and ensure national security and defense.
The project to renovate and upgrade National Highway 14E has a roadbed width of 9m. The section passing through the North-South railway intersection at km15+270-km16+054 (Thang Binh) has a roadbed width of 12m. The project is invested by the State budget, with a total investment of VND 1,848,239 billion; the implementation progress is from 2021 to 2025.
