Many outstanding policies
According to the Department of Home Affairs, localities in Da Nang city before July 1 had more than 100,000 people with meritorious services confirmed according to the provisions of the Ordinance on preferential treatment for people with meritorious services to the revolution.
Of these, more than 18,225 martyrs with more than 8,000 surviving relatives of martyrs are receiving monthly and one-time allowances; 12,580 wounded and sick soldiers, people enjoying policies like wounded soldiers; 3,387 Vietnamese Heroic Mothers (73 mothers are still alive); 3,397 resistance fighters and their children were infected with toxic chemicals; 6,171 revolutionaries were imprisoned and exiled by the enemy; 18,917 resistance fighters were awarded resistance medals and medals and received one-time allowances.
Besides socio -economic development, every year, the city prioritizes allocating large resources to take care of social security in general and to carry out the work of "Repaying gratitude" in particular.
In particular, in recent years, the city has built and issued many outstanding policies to better care for families of policy beneficiaries and people with revolutionary contributions.

To support people with meritorious services to stabilize their housing, the City People's Council issued a policy to support land use fees and support funding for building new and repairing houses for people with meritorious services to the revolution in the city.
Thereby, supporting land use fees for people with revolutionary contributions and relatives of people with revolutionary contributions in the city from 45 million VND to 70 million VND/household depending on the subject. At the same time, raising the support level for building new houses and repairing houses higher than the Central regulations.
On December 13, 2024, the City People's Council continued to issue Resolution No. 67/2024/NQ-HDND stipulating the level of financial support for new construction or renovation and repair of houses for people with revolutionary contributions and relatives of martyrs in the city.

Leave no one behind
Implementing Plan No. 60/KH-UBND of the City People's Committee on implementing the national target program on sustainable poverty reduction for the period 2022-2025, units and localities synchronously implement solutions to support poor households in general and poor households with meritorious services in particular.
Identifying that having a job and income is an important key to escaping poverty, localities focus on providing “fishing rods” for households to strive to do business and rise up. At the same time, they pay attention to vocational training and job introduction for household in need; Implement policies to support free vocational training for children of poor households and meritorious people.
At the same time, connect with businesses to support jobs for children of poor households, meritorious people, and policy families, contributing to improving income and living standards. Thanks to that, from 2024 to now, the city no longer has poor households with working capacity who are meritorious people.
In order to provide care and support for the meritorious people and the relatives of martyrs who are lonely and have no place to rely on, the Center for Care of Revolutionary Meritorious People was established in 1985. Through the process of construction and development, the center is currently caring for 45 elderly people who are meritorious people and relatives of martyrs. Most of them are in poor health, have many illnesses, and have difficulty moving around.
To improve the quality of daily meals and ensure the health of the elderly, from 2022, the City People's Council issued Resolution No. 42/2022/NQ-HDND increase the monthly food allowance from 1.5 million VND/person/month to 2.1 million VND/person/month.
In addition to improving the quality of meals, the center focuses on health care, nursing, and exercise activities to improve the physical condition and health of the meritorious. At the same time, it regularly organizes recreational activities to improve the spiritual life of the elderly.
In 2024 and 2025, implementing the program to eliminate temporary and dilapidated houses, the whole city has 1,032 households of meritorious people receiving support to build new houses and repair houses, accounting for more than 50% of the total number of approved houses. Of these, 183 houses are newly built and 849 houses are repaired.
In addition to the support level prescribed by the Central Government (60 million VND/newly built house and 30 million VND/repaired house), the city increased support for households with meritorious services to the revolution and relatives of martyrs to 100 million VND/newly built house and 40 million VND/repaired house. In 2025 alone, the city budget will provisionally advance more than 15.5 billion VND to promptly support the construction and repair of houses for household with meritorious services to the revolution and relatives of martyrs because the Central budget has not yet been allocated.
In March 2025, after a period of construction, the first social housing project for people with revolutionary contributions in the city on Vu Mong Nguyen Street was completed amid the expectations of many people with revolutionary contributions. The apartment building consists of 12 floors, 1 basement, 1 attic with 209 apartments, with areas ranging from 65m2 to 77m2 /apartment. The apartment building is equipped with an elevator, has modern architecture, infrastructure, synchronous living space and many convenient functions.
At the ceremony to attach the completion plaque to the apartment building, the city's representative emphasized that this is not only a construction project, but also a symbol of gratitude and responsibility towards those who have contributed to the country and the city.
The apartment building is a key project under the project "Building social housing areas for families of people with meritorious services to the revolution who have housing difficulties in the city in the period of 2020-2025". Thereby contributing to the goal of "Repaying gratitude", helping families of people with meritorious services to the revolution have stable housing, improving their lives, and ensuring the goal of household with meritorious services having a standard of living equal to or higher than the average standard of living of local residents.
