Abundant labor, many businesses still have difficulty recruiting

(Baohatinh.vn) - The current situation of many enterprises in Ha Tinh lacking labor reflects limitations in the treatment regime, and at the same time reveals weaknesses of the current local labor force.

According to the reflection, the garment export enterprises have recorded a shortage of labor for a long time. Currently, a series of units have a need to recruit labor in large numbers, but recruiting new workers is very difficult.

Haivina Hong Linh Company Limited (Nam Hong Industrial Park) specializes in sewing sports gloves, protective labor gloves and clothing for export to the US, UK, France, and Spain. With a policy of diversifying customers, the company has signed orders until the end of 2025, including expanding to new markets such as Singapore, China, etc. The demand from partners is quite large, however, due to limited labor resources, it has somewhat affected the production and business plans of the unit.

It is known that recently, Haivina Hong Linh Company Limited has coordinated with Ha Tinh Employment Service Center to implement solutions to recruit new workers, but the results have not been positive. To meet the production line, this enterprise is in need of recruiting about 200 workers...

Similarly, many garment export enterprises are also "red-eyed" looking for workers. Specifically: Pro Sports Nghi Xuan Garment Factory (Tien Dien Commune) needs to recruit 500 workers; MTV Garment Export Joint Stock Company (Bac Cam Xuyen Industrial Park) needs to recruit 100 workers; Appareltech Ha Tinh Company Limited (Duc Tho Industrial Park) needs to recruit 150 workers...

Ms. Nguyen Thi Sang (Can Loc commune) shared: "I used to be a factory worker in Hanoi . Due to family circumstances, last year I moved to Ha Tinh to live and work. At first, I also applied to be a garment worker, but the salary was not commensurate with the labor I put in, so I decided to quit my job."

In addition to the garment sector, manufacturing and export enterprises are also facing a labor shortage, affecting production and business results.

Nam Ha Tinh Seafood Import-Export Joint Stock Company (Vung Ang Ward) specializes in producing and exporting sushi to the Japanese market. This year, the company's production and business situation has improved due to the increase in the number of export orders. However, the current difficulty the company is facing is the shortage of labor.

It is known that the demand of Japanese partners for Nam Ha Tinh Seafood Import-Export Joint Stock Company is to produce over 4 tons of raw squid per day, however, with 200 employees, the enterprise can currently only meet about 50% of the output.

Mr. Pham Van Tuc - Director of the General Department (Nam Ha Tinh Seafood Import-Export Joint Stock Company) said: "In the first 5 months of 2025, the company temporarily stopped operating to invest in replacing new machinery and equipment lines, increasing production capacity. From June 2025, the company returned to production and encountered difficulties due to the number of old workers "changing jobs". In the first days of re-operation, the unit only attracted 70 workers, and after a long delay, it was able to recruit 200 workers with an average salary of 7-9 million VND/person/month. Currently, partners in Korea, Japan, China... are ordering more squid, shrimp, and breaded fish, but with the current labor shortage, it is very difficult for us to implement".

According to Mr. Pham Van Tuc, Nam Ha Tinh Seafood Import-Export Joint Stock Company is recruiting about 120 workers. Although the labor force in the area is quite abundant, many people are not interested in applying. The reason is that the company's working environment is typical in a cold room, having to stand all the time working, so many workers are afraid of the hardship. In addition, currently, enterprises in Vung Ang Economic Zone have been operating production, increasing competitiveness, making the new recruitment rate of Nam Ha Tinh Seafood Import-Export Joint Stock Company "drop by drop". To attract workers, the company continues to focus on ensuring the regime for workers, supporting the payment of social insurance, health insurance, unemployment insurance; free lunch; arranging shuttle buses for workers living far away, arranging rooms for workers to rest, arranging 20 rooms for workers living far away who want to stay.

For a long time, Song La Xanh Packaging Joint Stock Company (Duc Tho Commune) has also been recruiting about 60 new workers to meet the production line for the export market. However, for a long time, the company has had difficulty attracting workers.

Mr. Nguyen Van Son - Chairman of the Trade Union of Song La Xanh Packaging Joint Stock Company said: Currently, the average salary of the enterprise is 7.5 million VND/person/month. Although the enterprise has implemented many solutions to attract workers such as: New workers are supported with 4 months of basic salary, support for meals, gasoline, labor protection, ensuring full benefits for workers... However, recruiting new workers is still very difficult. The main reason is that many young workers in Ha Tinh choose the path of labor export, going to work in big cities in the country; meanwhile, workers in rural areas who are in need are too old, some workers are limited in qualifications, skills...

According to data from the Ha Tinh Employment Service Center, there are currently 82 businesses in the area that are recruiting 6,830 workers. Ha Tinh's population is currently over 1.6 million people, with an abundant labor force. However, for many years, many businesses have been struggling to find workers. This situation shows the limitations of business incentives and the "weaknesses" of the local labor force, leading to a waste of human resources.

Explaining the current situation of many enterprises in Ha Tinh lacking labor but having difficulty recruiting, Ms. Nguyen Thi Thanh Huong - Director of Ha Tinh Employment Service Center said: In general, the regional salary level in Ha Tinh is still low compared to other provinces and large cities; the welfare regime and working environment of enterprises in the area are not guaranteed to attract and retain workers; job requirements are high compared to the wages paid to workers. In particular, many enterprises lack policies to retain workers such as: productivity bonuses, vocational training, creating a friendly working environment, etc.; many enterprises have not closely coordinated in promoting recruitment needs and their image to workers.

On the part of the workers, some have needs but are past working age, some do not have a clear career orientation, lack capacity, skills and are afraid of change, so they cannot meet the requirements set by employers.

According to Ms. Nguyen Thi Thanh Huong, to quickly improve the situation and attract workers, businesses in Ha Tinh need to provide accurate information and images of the jobs they are recruiting to avoid the situation where workers quit immediately after receiving a job because they feel the job is not suitable and there is incorrect information about the company or business.

Regarding the “long-term” solution, businesses need to improve welfare policies, create a good working environment for employees to attract and retain employees. At the same time, there should be an internal training policy or connection with training institutions to improve workers’ skills; there should be a reward policy based on ability, clear commitment to promotion; it is necessary to create a mechanism for giving feedback and recognizing employees so that they feel listened to, creating motivation for long-term commitment...
