In recent years, Lao Cai province has promoted propaganda and effectively implemented the foreign policy of the Party and State, creating important steps forward in international relations, promoting socio -economic development, and enhancing the local position in the region and the world.
Promote propaganda of the Party and State's foreign policy
Seriously implementing the resolutions and directives of the Central Committee, especially the Resolution of the 13th National Party Congress and Directive No. 25-CT/TW on promoting and enhancing multilateral diplomacy to 2030, Lao Cai province has proactively disseminated widely to cadres, party members and people about the role and position of foreign affairs in the new situation.
Through mass media channels, training conferences, and political -ideological seminars, the province has raised awareness of the need for comprehensive and extensive international integration. Propaganda work not only focuses on Party foreign affairs and State diplomacy but also on people-to-people diplomacy, border diplomacy, and local cooperation, considering these as important pillars to maintain territorial sovereignty and promote socio-economic development.
In recent years, Lao Cai has established and maintained friendly cooperative relations with 9 localities of China, notably the friendly relationship between Lao Cai and Hong Ha district (Yunnan, China) - considered a typical model for local cooperation between Vietnam and China.
During the period 2020 - 2024, Lao Cai has organized more than 50 bilateral and multilateral meetings, conferences and seminars with Chinese localities, international organizations and foreign embassies in Vietnam. These meetings not only contributed to strengthening trust and enhancing understanding but also opened up many cooperation opportunities in the fields of trade, tourism, investment, education, health and disease prevention.
The province has also successfully organized annual Vietnam-China international trade fairs and cross-border cooperation forums, promoting stable growth in import-export turnover through Lao Cai border gate, contributing to enhancing the province's position in the Kunming - Lao Cai - Hanoi - Hai Phong economic corridor.
Impressions from activities celebrating major holidays and important historical events
Lao Cai is one of the localities that is active and creative in organizing activities to celebrate major holidays, thereby contributing to educating traditions, fostering patriotism, strengthening national solidarity and spreading historical values to the international community.
In 2024, the province solemnly organized the 70th Anniversary of Dien Bien Phu Victory with a series of rich activities such as thematic exhibitions, scientific seminars, cultural and artistic exchanges between the people of the Northwest ethnic groups and international tourists, including the National Mobile Propaganda Contest "Returning to Dien Bien" in a number of localities in Lao Cai province.
Joining the parade of vehicles promoting the contest were mobile vehicles, vehicles carrying artists and actors from the troupes, brightly decorated with images of the red flag with a yellow star, propaganda paintings, posters about the great victory of the nation, carrying slogans: "Long live the spirit of Dien Bien Phu victory"; "Dien Bien Phu victory - Famous in five continents, shaking the world"; "Nine years of making Dien Bien - Making a red wreath, making a golden history"...
This is an opportunity for Lao Cai province to pay tribute to generations of heroes, and at the same time promote the image of Lao Cai country and people to international friends.
In preparation for upcoming major events such as the 50th Anniversary of the Liberation of the South and National Reunification (2025) and the 80th Anniversary of the National Day of the Socialist Republic of Vietnam (2025), the province has planned to organize many activities at the regional and national levels and invited international delegates to participate. This not only demonstrates political responsibility but also affirms Lao Cai's role in preserving historical values and promoting cultural diplomacy.
Strengthen cultural exchanges with neighboring countries
Lao Cai is a locality with a strategic position in people-to-people exchanges with China and ASEAN countries. The province has organized many cross-border cultural and sports exchange programs such as: Vietnam - China Border Spring Festival, Sa Pa International Street Festival, art - culinary - national costume competitions between Vietnamese and Chinese art troupes.
These programs are not only an opportunity to promote the culture of ethnic groups in Lao Cai province but also create an open and friendly exchange environment, contributing to building a peaceful, cooperative and developed border. In particular, through people-to-people diplomacy activities, the image of "Lao Cai - Friendly, safe and integrated destination" is increasingly strengthened in the eyes of tourists and international partners.

At a working session with Lao Cai provincial leaders in early 2025, the Prime Minister made many important conclusions, including requiring the province to continue promoting its position as a dynamic border locality, actively integrating internationally, and becoming a regional and international center for trade - tourism - culture.
Imbued with this directive, Lao Cai province has urgently developed a specific action plan on foreign affairs, focusing on three key tasks:
1. Expand international relations, seek strategic partners in the fields of trade, investment, tourism and education and training.
2. Improve the quality of staff working in foreign affairs, especially staff with foreign language skills and deep understanding of international relations and regional culture.
3. Investing in infrastructure to serve integration, including modernizing border gate systems, logistics centers, tourism infrastructure and cultural works for international exchange.
