At the Provincial Public Administration Service Center - Facility 2 (Tran Hung Dao Avenue, Cam Duong Ward), right at the beginning of the working day, many people came to carry out administrative procedures. Mr. Diem Dang Linh, residing in Tay Ho District, Hanoi, is carrying out land-related procedures at the center and shared: "I am very satisfied because the procedures were guided quickly and conveniently by the staff at the center. After just a few minutes, my documents were approved and processed." Mr. Linh believes that bringing procedures to the grassroots level is an opportunity for people and businesses to carry out transactions quickly and ensure their rights.

At the Provincial Public Administration Service Center - Facility 1 ( Yen Bai Ward), many people were also present to receive guidance and resolve administrative procedures after the two provinces merged. Procedures related to registration and management of residence; issuance and management of ID cards and registration and management of seals are of interest to many people.
Ms. Tran Thi Cham (Van Phu Ward) shared: “Today, I came to hand over my seal to the Provincial Police. The officers here welcomed and guided me very enthusiastically. After about 4 minutes, I completed the procedures.”

The merger of two provinces means a series of changes in data: administrative areas, unit codes, population and business databases. This puts great pressure on the staff of the Provincial Public Administration Service Center.
According to Lieutenant Colonel Ha Thi Mai Huong, an officer of the One-Stop-Shop Department, Provincial Police at the Provincial Public Administration Service Center - Facility 1: On the first day of implementing the two-level government, there were quite a lot of people coming to do procedures. For expired ID cards or those with administrative boundary changes, we guided them through the re-issuance procedures. For valid ID cards, people can still use them normally without having to change information.
In localities of the province, from lowland to highland areas, the atmosphere on the first working day when the 2-level local government model was officially put into operation was urgent, serious and responsible.
Mr. Truong Manh Cuong, Vice Chairman of the People's Committee, Director of the Hanh Phuc Commune Public Administration Service Center, said: We have synchronously and resolutely implemented the tasks, in which 100% of the staff and civil servants have been trained thoroughly according to the new model; facilities, equipment and information technology infrastructure have been fully invested, ensuring conditions for serving people and businesses. In particular, the set of administrative procedures decentralized and delegated to the commune level has also been completed and integrated into the system for synchronous implementation.

Implementing the streamlining of the apparatus and organization of the two-level government, 2/3 of the procedures at the district level will be transferred to the new ward and commune governments and the remaining 1/3 will be transferred to the provincial level. Therefore, the workload at the Provincial Public Administration Service Center will increase, and the procedures will have to be processed more than before, requiring determination and responsibility from the officials performing public duties.
Mr. Pham Van Dung, Deputy Director of the Provincial Public Administration Service Center - Branch 2 affirmed: We have arranged enough qualified staff to serve and support people when they come to do procedures. In the coming time, we will also continue to train this team to perform the work with the highest efficiency. The goal by the end of 2025 is that 100% of administrative procedures will be posted on the National Public Service Portal.
The two-level government coming into operation is not only a big change in the way it operates, but also moves towards a government that puts the people at the center of service, truly "close to the people, by the people, for the people".
