On July 1, 2025, in Hanoi, the Ministry of Science and Technology (MOST) held a state management meeting for June 2025 under the chairmanship of Minister Nguyen Manh Hung. Attending the conference were Deputy Ministers of MOST : Bui The Duy, Pham Duc Long, Le Xuan Dinh, Hoang Minh and Bui Hoang Phuong.

The National Assembly passed five important laws under the management of the Ministry of Science and Technology.

In the context of Vietnam's economy shifting strongly to a model based on science, technology, innovation and digital transformation, institutional improvement is not only a supporting task, but has become a driving force. In June 2025, the National Assembly's simultaneous passage of 5 laws at the same session is a step to realize the mindset that "institutions must go first, paving the way for development". These 5 laws not only expand the policy scope for businesses and scientists, but also clearly demonstrate the transformation of management thinking - from pre-control to controlled post-control; from administration to market; from management to creation and companionship.

The five laws passed by the National Assembly this time are not only the result of a systematic law-making process, but also a powerful institutional declaration, demonstrating the strategic vision and creative role of the Ministry of Science and Technology. In particular, the law does not stop at regulating behavior, but has become a launching pad for innovation capacity, technology market and new development values ​​of the country.

Difficulty is opportunity for new industry

Minister Nguyen Manh Hung informed about some experiences of other countries in developing the fields of science and technology (S&T) and innovation (I&C) so that state management units of the fields under the Ministry of Science and Technology can refer to them in the process of performing state management tasks under the Ministry.

According to Minister Nguyen Manh Hung, any country that is slow in the AI ​​race will fall behind.

As a member of the delegation visiting and working in China recently with Prime Minister Pham Minh Chinh, the Minister shared the experience of the neighboring country in solving the environmental pollution problem in Beijing in the past.

At that time, everyone thought that solving the problem of environmental pollution would slow down economic growth, be costly, and difficult, but when it came to solving the problem, it was not so. Making the environment cleaner also created better economic growth and also gave birth to a new industry, the environmental industry.

Along with that, businesses must convert to green, so they must convert and purchase new technology, increasing GDP growth, which is also a type of stimulus. After switching to green technology, businesses can compete internationally because they meet green standards.

Another story of China is that solving the problem of "population aging" also gives birth to a "white" industry because it needs many products and goods related to health care to solve the story of "population aging".

“These stories lead to a philosophy that can be referred to: Difficulties are opportunities to give birth to an industry,” the Minister shared and hoped that the Ministry's units could learn from this, which is to look at the problem in a positive way.

Sharing experiences from Estonia, the Minister said that Estonia is a small country with a population of nearly 1.4 million people, but this country has the secret to leading in science and technology. That is, science and technology must be based on output base, products, not on the process. Even general education does not have a standard curriculum, does not prescribe teaching methods, only regulates output standards.

Opportunity for Vietnam

Minister Nguyen Manh Hung commented that other countries have good ability to do academic research due to objective conditions (such as the environment) and other factors. Meanwhile, Vietnamese people have good ability to commercialize products and innovate because they are close to reality, the market, and people.

The path for Vietnam to develop is to promote commercialization, connect businesses, promote the ecosystem, apply science and technology, and innovation, which will contribute to the country's development. "Doing this will promote thousands of businesses to develop technology, the whole world to develop technology, which is the path for Vietnam," the Minister emphasized.

The Minister also requested that units under the Ministry pay attention to bringing AI deep into society and popularizing it in daily life./.
