Previously, local people reported and posted a clip on social media recording the scene of black wastewater and garbage overflowing from the drainage of the residential area of Ly Hoa village to the beach. Because this is a tourist beach, it is the peak tourist season, so many tourists and locals expressed great concern about this black wastewater.

Through inspection, Quy Nhon Dong Ward People's Committee determined that this discharge point belongs to the project to renovate and expand the road along the embankment of Ly Chanh - Ly Hoa village, invested by the Department of Economics - Infrastructure and Urban Areas of Quy Nhon City (before the merger). The project has been basically completed but has not been handed over to local management.

During the construction process, the outlet of the sewer line was filled with sand, causing water to stagnate for a long time. On July 14, to serve the inspection and acceptance work, the construction unit of Khoi Trading and Construction Company Limited conducted dredging and clearing the outlet. However, when dredging and clearing the outlet, the drainage system did not flow along, leading to a large amount of wastewater stagnating and overflowing onto the beach.

Quy Nhon Dong Ward People's Committee has requested the construction unit to clean up all contaminated mud and sand, and at the same time requested the Department of Agriculture and Environment and the Department of Construction of the province to survey and support solutions to handle and overcome the incident.
“Here, the construction unit did it at the wrong time and the method of clearing the waste gate was incorrect. We are meeting with the investor and related units to discuss a solution to the incident,” said Nguyen Thanh Danh, Vice Chairman of Quy Nhon Dong Ward People’s Committee.
