Infrastructure is booming
From the foundation of a heritage city, Hue is entering a new stage of development with a strong desire to make a breakthrough. In that roadmap, completing urban infrastructure is considered the "key" to opening the door to growth, creating momentum for the economy and society.
Mr. Hoang Hai Minh, Vice Chairman of the Hue City People's Committee, said that the city is simultaneously implementing a series of key infrastructure projects ranging from transportation, urban beautification, environmental improvement to expanding development space. "We clearly define that essential projects must be completed in 2025; projects requiring licensing must complete procedures within the year and large-scale projects must be started on schedule to be ready for implementation in the 2026 - 2030 period," Mr. Minh emphasized.
Among the key transport projects, the coastal road and the bridge across Thuan An estuary are being urgently completed. When completed, the project will open up new momentum for the development of the marine economy, resort tourism , and at the same time strengthen national security and defense. At the same time, the investment in Nguyen Hoang Bridge and Ring Road 3 will contribute to expanding urban space, effectively exploiting land funds, reducing pressure on inner-city traffic and creating impressive architectural highlights along the Huong River.
According to the Department of Construction, in the field of environmental protection and improvement, the Hue City Water Environment Improvement Project funded by JICA (Japan) has completed phase 1, helping to increase drainage capacity, reduce flooding and treat wastewater in the area south of the Huong River. The city is urgently promoting phase 2. Along with that, the Type II Urban Development Program (green urban) with a total capital of about 65 million USD is creating new "green areas", improving the living environment and reducing pollution.
A project with a special mark, harmoniously combining conservation and development, is the Project to relocate residents and clear the site of Area I of the Hue Citadel relic site. Phase 1 has relocated more than 2,900 households, returning the original space to the heritage. Phase 2, implemented in 16 relic areas, is being accelerated with the goal of completing the compensation, support and resettlement plan before September 30, 2025.
In addition, An Van Duong New Urban Area is shaping up to be a dynamic socio-economic center, gathering many modern projects such as Cultural - Sports Square, Thuy Van complex, and new urban areas An Cuu, Phu My An... In particular, AEON MALL Hue Commercial Center, which came into operation in the third quarter of 2024, has brought a new look to the commercial space, creating a boost to attract investment and increasing job opportunities for people.
According to Mr. Nguyen Dai Vien, Head of the Urban Committee of the Hue City People's Council, the work of urban planning, construction and development management has been promoted recently, with 27 approved planning projects. Traffic infrastructure and urban beautification projects have all made good progress, of which some projects such as Nguyen Hoang Bridge, coastal road and bridge across Thuan An estuary can be completed early, contributing to the completion of the inter-regional traffic network and creating the premise for a more dynamic and open Hue in the future.

Resolutely remove the bottleneck
The master plan for Thua Thien Hue urban area (now Hue City) to 2045, with a vision to 2065, clearly shows that the future picture of the ancient capital is not just about spacious streets or newly-emerged urban areas, but a living space that harmonizes modernity and tradition. The city will develop in a unique direction in terms of ecology, landscape, intelligence and environmental friendliness, based on the preservation and promotion of heritage values. When key projects are completed, Hue will have seamless connections between the urban center and satellite cities, forming a synchronous development network, both expanding international cooperation, attracting investment and promoting sustainable socio-economic growth.
However, to make that planning picture a reality, there are still many "gray areas" that need to be addressed. At the 10th Session of the 8th City People's Council, Head of the Urban Committee of the City People's Council Nguyen Dai Vien pointed out: Besides the positive results, there are still "bottlenecks" that hinder progress and efficiency. These are obstacles in site clearance that cause many projects to be delayed in starting construction; inadequacies in traffic flow leading to local congestion during rush hours; the environmental protection infrastructure system in some urban areas and industrial parks is not yet synchronized; local flooding recurs during heavy rains and waste classification at source has not been implemented synchronously throughout the city.
To remove these bottlenecks, the Urban Committee of the City People's Council recommends that the City People's Committee focus on directing the review and adjustment of planning to suit the two-level local government model. At the same time, it is necessary to strengthen guidance and training on urban management capacity for commune-level officials, allocate resources to complete infrastructure for new residential areas, promote digital transformation in planning work, and thoroughly handle "black spots" of congestion and environmental pollution. Another important requirement is to invest in a centralized wastewater treatment system for industrial parks and residential areas, to avoid the situation of rapid development but lacking a sustainable infrastructure foundation.
