On February 21, the Chi Linh City Party Executive Committee held a conference to announce the merger of the Propaganda Department and the Mass Mobilization Department of the Chi Linh City Party Committee into the Propaganda and Mass Mobilization Department of the City Party Committee. This is the last locality in the province to announce the merger of the Propaganda Department and the Mass Mobilization Department.

Previously, from February 7 to February 21, the Party Executive Committees of District Party Committees, Town Party Committees, and City Party Committees in the province held conferences to announce the merger of the Propaganda and Mass Mobilization Committees, and at the same time appointed leaders of the Propaganda and Mass Mobilization Committees.

The Propaganda and Mass Mobilization Committees of District Party Committees, Town Party Committees, and City Party Committees officially came into operation from March 1.

After the merger, the whole province reduced 12 comrades at the head level, some comrades Deputy Heads of the Propaganda Department and the Mass Mobilization Department submitted applications for early retirement to facilitate the organization and arrangement of the apparatus after the merger.
