According to Mr. Hoang Phuc Lam, the forecast for strong winds in some localities such as Hai Phong and Quang Ninh will last until about 7 pm on September 7, then decrease rapidly; Thai Binh and Nam Dinh will have the strongest winds from about 4 pm to 10 pm; the Northern Delta (including the capital Hanoi) will have the strongest winds from about 7 pm on September 7 to 1 am on September 8.

Coastal areas of Quang Ninh, Hai Phong ... rain will continue until the night of September 7 and around 4am on September 8, rain and wind will decrease, so the morning of September 8 is safe.

For the Hanoi area, the wind will start to calm down from 1am on September 8, but the rain may last until 8-9am on September 8. At noon on September 8, the Hanoi area is relatively safe. For the midland and mountainous areas such as Tuyen Quang, Phu Tho, Hoa Binh ... the rain will be later and cause a high risk of flash floods and landslides.

"Coastal areas, when the storm hits, boat mooring areas, aquaculture areas, dykes, and seawalls in the above-mentioned dangerous areas are all likely to be affected by strong winds, big waves, and rising water. Low-lying coastal areas and river mouths should be on guard against the risk of flooding due to rising water and big waves. Boat mooring areas are likely to collide, causing the boats to sink. This rain will end quickly in the Northeast (Hanoi). However, it is likely to last in the western region. The mountainous and midland areas will have heavy rain, and the rain will last until September 9-10,” Mr. Hoang Phuc Lam shared.

Mr. Pham Duc Luan, Director of the Department of Dyke Management for Natural Disaster Prevention (Ministry of Agriculture and Rural Development) provided the latest information on the situation of storm No. 3 and response work and solutions to mitigate damage.

According to Mr. Pham Duc Luan, storm No. 3 reached level 16 in the East Sea; on the evening of September 6, the storm entered the Gulf of Tonkin with a very strong level 14, gusting to level 17. At 1:00 pm on September 7, the center of the storm was located on the coastal area of ​​Quang Ninh - Hai Phong, with a level 12 - 13 intensity, gusting to level 16. Actual wind measured at 1:00 pm on September 7: Bai Chay (Quang Ninh) level 14, gusting to level 17; Co To (Quang Ninh) level 13, gusting to level 16; Cua Ong (Quang Ninh) level 12, gusting to level 14; Bach Long Vy (Hai Phong) level 13, gusting to level 14; Cat Hai (Hai Phong) level 7, gusting to level 10; Ba Lat (Thai Binh) level 8, gusting to level 10.

Regarding rainfall, from 7am to 1pm on September 7, there was heavy rain in: Co To (Quang Ninh) 127mm; Cam Pha (Quang Ninh) 123mm; Cat Ba (Hai Phong) 198mm, Tien Hai (Thai Binh) 208mm. It is forecasted that in the afternoon and night of September 7, storm No. 3 will move inland. By 1am on September 8, it will reach level 8, gusting to level 10 on the mainland in the Northeast region.

This is the strongest storm in the past 30 years that has directly affected the Northern provinces. The entire political system has taken drastic action, in particular, the General Secretary and President has paid attention to directing, the Prime Minister has consecutively issued 3 Official Dispatches directing ministries, departments, branches and localities to respond to the storm.

Up to now, 1 person in Hai Duong has been recorded as having died due to a fallen tree while traveling on the road; 5 ships and 1 small wooden cement ship have sunk at their anchorage (Quang Ninh); more than 100 trees have fallen in Quang Ninh and Hai Phong. “Up to now, we cannot make any statistics because no one in Quang Ninh is currently on the streets. Talking by phone, Quang Ninh is suffering heavy damage, especially to the system of trees, electric poles, corrugated iron houses, tiled roofs... It was not until the morning of September 8 that we could count the damage caused by the storm,” said Mr. Pham Duc Luan.
