Experts, teachers and parents all agree that it is necessary to synchronize many solutions, from increasing investment, improving teachers' remuneration, promoting the role of family and society, to innovating management thinking and autonomy mechanisms throughout the system.

Removing many major bottlenecks for education
Resolution No. 71-NQ/TU of the Politburo has looked straight at the truth, systematically and deeply pointing out the limitations and weaknesses of the education sector, from regional differences, inadequacies in teaching staff, facilities, etc. Correctly identifying the problem is the most important premise for subsequent solutions.
Notably, the Resolution has directly removed at least four of the biggest bottlenecks that have been holding back the development of Vietnamese education for many years.
First, solving the problem of resources and finance. This is the biggest breakthrough. The rigid regulation of state budget spending on education and training reaching at least 20% of total expenditure is a strong political commitment, solving the problem of chronic budget deficit.
Second, to remove policy obstacles for teachers. The decision to increase the preferential allowance to at least 70% for preschool and primary school teachers and 100% for teachers in disadvantaged areas is a direct solution with immediate impact, helping teachers feel secure in their work.
Third, the resolution clarifies a controversial issue for many years, which is to ensure full and comprehensive autonomy for higher education institutions regardless of the level of financial autonomy.
Finally, it is about solving management thinking. Along with the policy of promoting decentralization, delegation of authority, and reducing management units, this will eliminate bureaucracy and stagnation, create space for creativity and flexibility at the grassroots level, thereby improving management efficiency throughout the system.

New impetus for sustainable development of preschool education
Resolution No. 71-NQ/TU of the Politburo clearly affirmed the important role of preschool education in the national education system.
The resolution emphasizes the task of taking care of children’s education from the earliest years of life; fully preparing conditions to implement universal preschool education for children from 3 to 5 years old, not just stopping at 5-year-olds as before. This is a very important step forward, contributing to creating equal opportunities for children in all regions of the country to access a quality educational environment from an early age.
The special thing that makes the preschool teachers excited is the new compensation policy: Increasing the preferential allowance to at least 70% for teachers, 30% for caregivers, 100% for teachers in especially difficult areas. This is a timely recognition, contributing to relieving the pressure of life, creating motivation for teachers to feel secure to stick with the profession for a long time.

Improving the treatment is a great incentive.
Resolution No. 71-NQ/TU not only mentions material benefits, but also focuses on the social status of teachers, which is fundamental and long-term. When teachers are respected, given professional autonomy, and work in a humane pedagogical environment, that is the motivation for teachers to devote themselves. Appropriate benefits will contribute to arousing enthusiasm, retaining talented people, and at the same time attracting more high-quality human resources to the teaching profession - a special and responsible profession.
The increase in investment and total budget expenditure for education is also a clear demonstration of the practical and appropriate attention of the Party and State to education. This is not only an investment for the present but also for the sustainable future of the country. When schools are properly invested, facilities are modern, and teachers are treated fairly, the quality of education will certainly be significantly improved.

Promoting family responsibility in coordinating "three houses"
As a parent, I strongly agree that Resolution No. 71-NQ/TU continues to affirm the key role of the “three-family” model in education, which is the close coordination between family, school and society. In which, family plays the first fundamental role, contributing significantly to the formation of personality, lifestyle and learning awareness of our children.
I am satisfied with the orientation of considering the learner as the center, the school as the foundation and the teacher as the driving force that determines the quality of education. The resolution emphasizes the motto "teachers are teachers, students are students", promoting the qualities of teachers, resolutely correcting negative factors, creating a healthy and humane learning environment.
I am also very happy and look forward to the financial support policies stated in the Resolution, especially for students in difficult circumstances and families with preferential policies. The expansion of preferential credit policies and the establishment of a National Scholarship Fund will help ensure that no student has to drop out of school for financial reasons, while improving the quality of universal education and encouraging learning.
