The summary report on the situation and results of the fight against crime in the first 6 months of the year by Thanh Hoa Police stated: Strictly implementing the direction of the Ministry of Public Security , from the beginning of 2025 up to now, in the context of the security and order situation in the whole country in general, Thanh Hoa province in particular, there have been many complicated developments; many new types of crimes have appeared, dangerous methods of operation, but under the drastic, synchronous and close direction of the Director and Head of the Investigation Police Agency of the Provincial Police, the close coordination of the Police of units and localities in the province, the security and order situation in Thanh Hoa province has been basically maintained stable, crimes against social order continue to be controlled.

The whole province detected 463 cases and 975 subjects committing crimes against social order, a decrease of 314 cases (40.4%) compared to the same period in 2024, of which intentional injury crimes decreased by nearly 45%, murder decreased by 50%, property theft decreased by 38%, and fraud and appropriation of property decreased by nearly 43%.

The provincial police force has synchronously deployed solutions to prevent, disseminate, and warn about the methods and tricks of criminals. Thereby, it has detected and prevented many cases of fraud and property appropriation on cyberspace; prevented the existence of complex criminal and social evil spots and gathering places that cause public concern; focused on fighting and eliminating criminal gangs...

At the conference, leaders of the units focused on discussing and clarifying the shortcomings, limitations and causes; proposing specific solutions to improve the effectiveness of the fight against crime in the coming time.

Speaking at the Conference, Major General To Anh Dung, Director of the Provincial Police, acknowledged, commended and highly appreciated the achievements and results of the Criminal Investigation Police Department in recent times and agreed with the shortcomings, limitations and causes that the units pointed out at the conference.

The Provincial Police Director requested that, immediately after the conference, the departments of the Criminal Investigation Police Department need to overcome and focus on implementing the following key tasks:

Regarding the guiding viewpoint, it is necessary to thoroughly grasp and seriously implement the goals and guiding principles of crime prevention and control: "Prevention is the most important; closely combine prevention with the determination to attack, hit, hit correctly, hit the root of all types of crime" and "catch one case, alert the whole region, the whole field", "No forbidden zones, no exceptions"; proactively identify all types of crime, eliminate the causes and conditions for crime to arise; do not let complex routes, areas, gathering places, "hot spots" of criminal offenses and social evils form; ensure the maintenance of political security stability, social order and safety.

The Director of the Provincial Police Department requested units to effectively implement 3 groups of goals and requirements. Specifically: Complete the set work targets, especially important targets that must be focused on completing before September 15, 2025 and strive to exceed the targets before October 15, 2025. Determined to control and reduce crime by over 10% in 2025, focusing on major crimes, crimes that account for a high proportion in the crime structure such as causing injuries, theft, fraud and appropriation of property, disturbing public order, sexual assault, etc., resolutely fight and suppress drug-related crimes, crimes and violations of the law in the fields of economy , position, corruption, waste and environment, resources, food safety; activities of organized crime, criminal gangs and groups must be controlled, determined not to let new criminal gangs and groups arise. Strengthen inspection, guidance, and rectification of law enforcement in receiving and handling crime reports, recommending prosecution, investigating, and handling crimes, to prevent injustice, mistakes, and missed crimes.

Regarding the general tasks, the Director of the Provincial Police Department requested the units to focus on implementing 8 general task groups, in which each professional department systematizes all task groups and solutions according to the force system to evaluate, advise on amendments, adjustments, and supplements to projects, plans, procedures, and professional guidance on crime prevention and control according to assigned functions and tasks. The departments of the Criminal Investigation Police Department assign leaders, commanders, and immediately establish working groups directly to commune-level police units to guide all topics and fields in the direction of "holding hands and showing work", strictly managing cadres, protecting internal politics, tightening discipline and order; promptly grasping, motivating, encouraging, and removing difficulties and obstacles for cadres and soldiers in the process of performing assigned duties and tasks. Organizing propaganda, combining with transforming and educating subjects, and preventing crime. Issue the Director's Order on launching a general inspection and administrative control at night on key routes and areas. Promote the role of security and order protection forces at the grassroots level to participate in People's patrols in conjunction with propaganda, mobilization, reminders, warnings, commitments, focusing on criminals, drug users, and bad teenagers. Continue to strengthen the infrastructure system serving crime prevention and control, especially the security camera system in wards and communes.
