Reduce 5 ministries, 5 agencies under the Government, basically eliminate general departments and equivalents

It is expected that the Government apparatus will have 13 ministries and 4 ministerial-level agencies, reducing 5 ministries and 5 agencies directly under the Government; reducing 12/13 general departments and organizations equivalent to general departments under ministries and ministerial-level agencies.

Regarding the arrangement and streamlining of the Government apparatus, on the morning of December 17, in an interview with VNA reporters, Minister of Home Affairs Pham Thi Thanh Tra said that according to the plan to merge and consolidate a number of ministries and agencies, the Government apparatus is expected to have 13 ministries, 4 ministerial-level agencies, reducing 5 ministries and 5 agencies directly under the Government; reducing 12/13 general departments and organizations equivalent to general departments under ministries and ministerial-level agencies; 500 departments and equivalents under ministries and general departments; 177 departments under ministries, ministerial-level agencies and equivalents; 190 public service units under ministries and agencies within ministries. This number is higher than the direction set by the Central Government.

The Ministry of Home Affairs has completed the entire summary report of Resolution 18-NQ/TW; the Project on merging, consolidating, transferring functions, tasks, organizational structure and related documents, along with the project on ending the activities of the Party Executive Committee, establishing the Government Party Committee, Party Committees of ministries, ministerial-level agencies, and agencies under the Government.

After streamlining the focal points and adjusting the functions and state management tasks of ministries and ministerial-level agencies, the current overlapping problems have basically been overcome.

“After the reorganization and consolidation, the number of focal points of the organizations will be reduced by 35-40%, and the remaining organizations will be internally reorganized and reduced by at least 15%. The general departments and equivalent organizations will be basically eliminated. This number is very large, initially it is expected to reduce 500 departments under the ministries and general departments,” said Minister Pham Thi Thanh Tra.

The Minister also said that the Ministry of Home Affairs is consulting on the completion of all related reports and projects to submit to the Politburo and the Central Steering Committee on December 25, 2024. This is an unprecedented amount of work, including guiding, urging, synthesizing, and coordinating the review of relevant legal documents, as well as orienting the arrangement of cadres, civil servants, and public employees within the Ministry's authority.

According to her, “the most important thing is that after the arrangement, there will be policies for cadres, civil servants, public employees, and related workers to stabilize their lives.” Therefore, the Ministry of Home Affairs has urgently worked day and night to develop policies and regimes, and submit them to competent authorities for timely consideration.

The Ministry has completed the draft Decree on the regime and policies for cadres, civil servants, public employees and contract workers in the reorganization of the political system. This content has been reported to the Party Committee and the Government Steering Committee to report to the Politburo in the next few days.

This draft decree puts forward very important viewpoints and principles. The spirit of the policy is "to make a revolution in streamlining the apparatus, the mechanisms and policies must also be revolutionary."

Therefore, this policy requires speed, strength, prominence, humanity, fairness, ensuring a reasonable correlation between subjects, in order to stabilize life, ensure rights and benefits for cadres, civil servants, public employees, and workers so that "no one is left behind in the process of rearranging and streamlining the organizational apparatus"; focusing on special and outstanding priorities to encourage subjects to retire immediately and retire within 12 months from the time the agency, organization, or unit carries out the rearrangement according to the decision of the competent authority.

According to the Minister, policy development is associated with the responsibility of heads of agencies and units in evaluating, screening, and selecting civil servants and public employees to retire, linking staff streamlining with restructuring and improving the quality of the staff, civil servants and public employees; requiring determination to maintain and retain good cadres and public employees with capacity and qualities equal to the task, and not allowing "brain drain."

The Minister of Home Affairs stated that this is not only a revolution to streamline the organizational apparatus but also a “revolution to liberate thoughts so that we can all change towards a better future”; especially changing thinking, vision and new awareness and especially reforming innovation and development, making the best use of the human factor, in order to promote the development of productive forces, bringing the country firmly into a new era: an era of strength, prosperity and happiness as the General Secretary said.

But this is a revolution full of difficulties, challenges, complexities, sensitivity, hardships and obstacles, requiring courage, will, intelligence, solidarity, unity, dedication, bravery and sacrifice of cadres, leaders and heads of the political system with a spirit of solidarity, determination and fierceness so that the implementation can be carried out very quickly, positively and effectively.

“Our Party and the leader of our Party, General Secretary To Lam, have chosen a very special time to decide to carry out this revolution,” emphasizing this, she affirmed that this is a golden time, of historical significance: Preparing for Party Congresses at all levels towards the 14th National Party Congress with major decisions for the country to enter a new era; preparing the country to welcome the 95th anniversary of the Party's founding, the 50th anniversary of the complete liberation of the South, and the reunification of the country; and the 80th anniversary of the founding of the country.

This is also an urgent and pressing time for the country to develop in accordance with the changing times, the trend of the Fourth Industrial Revolution and digital transformation that is taking place strongly; it is a factor that converges the Party's will with the people's heart.

In just over 1 month with the motto "The Central Government does it first, the local authorities do it later, the Central Government does not wait for the province, the province does not wait for the district, the district does not wait for the commune", this revolution with the consistent and decisive leadership and direction from the Politburo, the Central Executive Committee, the head of the Central Organizing Committee, the Central Organizing Committee's advisory body has created a strong "heat", spreading widely throughout the political system from the Central to the local authorities and the whole society.

“With the spirit of the whole Party, the whole people, comprehensive, synchronous, scientific, cautious, methodical and rapid, the results so far are developing very positively and effectively from the Central political system to 63 provinces and cities that are urgently accompanying the Central,” said Minister Pham Thi Thanh Tra.

The Minister believes that with the determination and resolute spirit of the entire political system in streamlining the apparatus with the goal of "Straightening-Leaning-Strong-Efficient-Effective-Effective", with the momentum that has been and is being done, the implementation of the arrangement and streamlining of the apparatus will be successful./.
