According to the Social Policy Bank , to date, the total lending turnover has reached 640 billion VND with nearly 15,000 customers accessing loans. Debt collection turnover in the same period reached 419 billion VND. The current total outstanding debt is 4,633 billion VND, an increase of 220 billion VND compared to the end of 2024, reaching 81% of the assigned outstanding debt growth plan. These figures show the effective companionship of the Social Policy Bank in supporting production and business development and stabilizing people's income.

There are currently more than 134,000 customers with outstanding loans at the bank, with an average outstanding loan of about 34 million VND/person. The average loan amount is currently nearly 43 million VND/person, an increase of more than 2.5 million VND compared to the end of last year. This is clear evidence that policy capital is increasingly suitable for the actual needs of the people, especially poor households, near-poor households and other disadvantaged groups.

In fact, while the central government's loan programs mainly focus on supporting poor households, near-poor households and rural environmental sanitation, capital from local budgets helps meet additional capital needs for other subjects. Especially in the field of job creation, helping people expand production and stabilize their lives. Thereby, helping local authorities to be proactive and flexible in implementing socio -economic development policies.

Mr. Nguyen Thanh Dong, Deputy Director of the Provincial People's Credit Fund, commented: "Since the implementation of Directive 40-CT/TW, dated November 22, 2014 of the Secretariat on strengthening the Party's leadership over social policy credit, the mobilization and use of capital entrusted from the local budget through the People's Credit Fund have had positive changes. Up to now, the total capital entrusted from the local budget in the province has reached 367 billion VND. This figure shows the attention of authorities at all levels to poverty reduction and improving people's lives."

In 2025 alone, the province has added more than 61 billion VND to continue supporting poor and near-poor households and other policy beneficiaries to borrow. With this capital, people will not only have more conditions for production and livestock farming, but can also borrow money for their children to go to school, build houses, invest in clean water projects and even borrow money to export labor.

Capital from local budgets is not only valuable in terms of finance, but also creates a positive effect in society, helping to limit hot loans and black credit. At the same time, it strengthens people's trust in the policies of the Party and State.

The province's annual growth rate of entrusted capital always exceeds the assigned plan. In the period of 2021-2025, the province aims to allocate at least VND 5 billion each year to supplement this capital source. The province also aims to have entrusted capital from the local budget account for 15% of the total policy credit capital of the whole province by 2030. This is a clear direction, demonstrating the determination to accompany the people, especially the poor, in the process of sustainable development.

According to Mr. Nguyen Thanh Dong, to continue to improve the efficiency of using local budget capital, there needs to be close coordination between state agencies, the VBSP and socio- political organizations. Authorities at all levels need to continue to pay attention, closely direct and allocate stable resources. At the same time, the VBSP needs to continue to improve procedures, apply technology and make disbursement transparent to better serve the people.

Close coordination between the Provincial People's Council, departments, branches and socio-political organizations will be an important factor to help policy capital continue to promote its role as one of the practical and effective tools in economic development, ensuring social security and sustainable poverty reduction in the province.
