On the morning of July 2, the 5th Vietnam - Italy Defense Policy Dialogue took place at the Ministry of National Defense. Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense chaired and met with Mr. Matteo Perego di Cremnago, Italian Secretary of State for Defense.
At the dialogue, Senior Lieutenant General Hoang Xuan Chien affirmed that Vietnam consistently implements a foreign policy of independence, self-reliance, peace , friendship, cooperation and development, multilateralization and diversification of foreign relations; and persists in the "four no's" defense policy.
Regarding the East Sea issue, Senior Lieutenant General Hoang Xuan Chien affirmed that Vietnam's consistent stance is to persistently fight to resolve all disputes and disagreements by peaceful means on the basis of international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS); international and regional commitments such as the Declaration on the Conduct of Parties in the East Sea (DOC); and support the early signing of a Code of Conduct of Parties in the East Sea (COC) in a practical and effective manner.
Senior Lieutenant General Hoang Xuan Chien affirmed his delight that the Vietnam-Italy defense cooperation continues to be consolidated and enhanced in a practical and effective manner, in accordance with signed documents and cooperation agreements, notably in areas such as: Exchange of delegations, especially high-level delegations; effective maintenance of dialogue and consultation mechanisms; training; defense industry; and United Nations peacekeeping.
Senior Lieutenant General Hoang Xuan Chien emphasized that the Vietnamese Ministry of National Defense is ready to receive Italian soldiers to participate in the International Defense Officials Course at the National Defense Academy and to study Vietnamese at the Academy of Military Science.
Senior Lieutenant General Hoang Xuan Chien suggested that in the coming time, the two sides should focus on studying the possibility of signing cooperation documents; continue to promote delegation exchanges at all levels, training, defense industry, and United Nations peacekeeping; research and expand mechanisms and forms of exchange and consultation to enhance understanding and trust between the two sides; continue to closely coordinate and support each other at multilateral forums, especially the United Nations and within the framework of ASEAN - European Union (EU).
Italy has voiced support for the EU to soon remove the IUU "yellow card" warning for Vietnam, and supports Vietnam in promoting defense cooperation with the EU under the Agreement on establishing a framework for Vietnam's participation in EU crisis management activities (FPA).
Senior Lieutenant General Hoang Xuan Chien respectfully thanked and appreciated the presence of the Secretary of State and the delegation of the Ministry of National Defense and leading Italian defense industrialists at the Vietnam International Defense Exhibition 2024.
Speaking at the dialogue, Mr. Matteo Perego di Cremnago expressed his pleasure to meet Senior Lieutenant General Hoang Xuan Chien and co-chair of the Dialogue, and thanked the Vietnamese Ministry of National Defense for the warm welcome.
The Italian Secretary of State for Defense also highly appreciated the success of the Vietnam International Defense Exhibition 2024.
Mr. Matteo Perego di Cremnago emphasized that both Vietnam and Italy share a vision for the world situation, desire to bring peace and stability to the region and the world, care about the noble international mission, as well as develop new technology. Sharing the content that Senior Lieutenant General Hoang Xuan Chien mentioned, Mr. Matteo Perego di Cremnago said that Italy has the capacity to clear mines and is ready to cooperate with Vietnam in this field, and at the same time affirmed its interest in promoting defense cooperation with Vietnam, wishing to promote stronger cooperation in the coming time, have more new developments, and move towards practical steps for the relationship between the two sides.
Mr. Matteo Perego di Cremnago believes that the Dialogue will be a great success, contributing to strengthening bilateral defense cooperation between the two countries, thereby strongly promoting the Vietnam - Italy Strategic Partnership.
At the end of the Dialogue, the two sides signed the Minutes of the Dialogue and the Letter of Intent on the establishment of a Working Group on bilateral cooperation in the field of defense equipment.
Immediately after the dialogue, the delegation of the Italian Secretary of State for Defense paid a courtesy call to General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, and Minister of Defense.
During the meeting, General Phan Van Giang expressed his joy at witnessing the relationship between the two countries being constantly nurtured, increasingly strong, deepened and comprehensively developed in all fields, from politics - diplomacy, economics - trade to culture, education, sports...
Minister Phan Van Giang emphasized that Vietnam always attaches importance to the Strategic Partnership with Italy. Currently, Italy is one of Vietnam's leading EU partners and Vietnam is Italy's most important trade partner in ASEAN. He believes that with the political determination of the two countries' senior leaders, the relationship between Vietnam and Italy will develop increasingly well.
General Phan Van Giang highly appreciated the results of the 5th Vietnam - Italy Defense Policy Dialogue, acknowledging the positive results of defense cooperation between the two countries in recent times, on the basis of the Memorandum of Understanding on bilateral defense cooperation signed in 2013, notably in areas such as delegation exchanges and defense industry.
Realizing that there is still a lot of room for cooperation between the two sides, in the coming time, it is suggested that the two sides increase the exchange of delegations at all levels, especially high-level delegations; continue to promote cooperation in defense industry, training, and United Nations peacekeeping; study and expand cooperation in overcoming the consequences of war, maritime security, military medicine, military culture and sports, and cooperation between military branches...
The Vietnamese Ministry of National Defense will direct relevant agencies to effectively implement cooperation orientations, based on the common perception of the two countries' senior leaders and the contents agreed upon at this Dialogue, to promote the Vietnam-Italy defense cooperation relationship to increasingly develop in an effective, practical direction, in line with the framework of the Strategic Partnership between the two countries.
