Proposal to change the dissemination time of Socio-Economic Reports

The Ministry of Finance proposes to change the time for disseminating the monthly, first quarter, second quarter, 6-month, third quarter, 9-month, fourth quarter and annual socio-economic reports from "6th of the month following the reporting period" to "3rd of the month following the reporting period".

The Ministry of Finance proposes to change the time of dissemination of Socio-Economic Reports for the month, quarter I, quarter II and 6 months, quarter III and 9 months, quarter IV and the whole year.

The Ministry of Finance is drafting a Decree amending and supplementing a number of articles and appendices of Decree No. 94/2016/ND-CP dated July 1, 2016 detailing and guiding the implementation of a number of articles of the Law on Statistics, which has been amended and supplemented by Decree No. 62/2024/ND-CP dated June 7, 2024 of the Government and Decree No. 94/2022/ND-CP dated November 7, 2022, stipulating the content of national statistical indicators and the process of compiling gross domestic product indicators and gross product indicators in provinces and centrally run cities, which have been amended and supplemented by Decree No. 62/2024/ND-CP dated June 7, 2024 of the Government.

The Ministry of Finance said that the purpose of developing the Decree is to change the time for disseminating the monthly, first quarter, second quarter, 6-month, third quarter, 9-month, fourth quarter and annual socio -economic reports from "The 6th of the month following the reporting period" to "The 3rd of the month following the reporting period" to ensure the timely collection and compilation of statistical information to serve the agencies of the Party, Government, Prime Minister and authorities at all levels in management and administration.

In Appendix I of the draft, the Ministry of Finance proposes to change the dissemination time of some important statistical information of the national statistical agency as follows:

- Consumer Price Index (CPI) (Official data): 3rd day of the month following the reporting month.

- Percentage of trained workers with degrees and certificates:

Estimated data: 3rd day of the month following the reporting quarter.

Preliminary data: 3rd day of the first month of the second quarter following the reporting quarter.

- Unemployment rate:

Estimated data: 3rd day of the month following the reporting quarter.

Preliminary data: 3rd day of the first month of the second quarter following the reporting quarter.

- Socio-economic reports for the month, first quarter, second quarter and 6 months, third quarter and 9 months, fourth quarter and the whole year: 3rd day of the month following the reporting period.

The draft clearly states that if the above-mentioned popular timelines coincide with holidays as prescribed by the State, the popular deadline will move to the next working day.

Change in the time of announcement of GDP and GRDP data

In the draft, the Ministry of Finance proposed to amend Article 2 of Decree No. 62/2024/ND-CP. Specifically:

The GDP (gross domestic product) figures are released as follows:

Estimated figures for the first quarter; preliminary figures for the fourth quarter of the year before the reporting year: April 3 of the reporting year.

Estimated figures for the second quarter, six months and the first annual estimate; preliminary figures for the first quarter: July 3 of the reporting year.

Estimated figures for the third quarter and nine months; preliminary figures for the second quarter and six months: October 3 of the reporting year.

Estimated figures for the fourth quarter and the second full-year estimate; preliminary figures for the third quarter and nine months: January 3 of the year following the reporting year.

Preliminary figures for the whole year: October 3 of the year following the reporting year.

Official full-year and quarterly figures for the reporting year: October 3 of the second year following the reporting year.

GRDP data (gross product in provinces and centrally run cities) is announced as follows:

Estimated figures for the first quarter; preliminary figures for the fourth quarter of the year prior to the reporting year: March 29 of the reporting year.

Estimated figures for the second quarter, six months and the first annual estimate; preliminary figures for the first quarter: June 29 of the reporting year.

Estimated figures for the third quarter and nine months; preliminary figures for the second quarter and six months: September 29 of the reporting year.

Fourth quarter estimates and second full-year estimates; third quarter and nine-month preliminary figures: November 29 of the reporting year.

Preliminary full year figures: September 29 of the year following the reporting year.

Official full-year and quarterly figures for the reporting year: September 29 of the second year following the reporting year.

In addition, Appendix II of the draft also changes the reporting unit, reporting time of the form and data period in the form recording instructions.
