Proposal to upgrade the expressway through Ninh Binh to 4 complete lanes

Ninh Binh province proposed to expand the 14 km Mai Son - National Highway 45 section with 4 restricted lanes into 4 complete lanes, with an emergency lane.

The 29 km long North-South Expressway in the East through Ninh Binh province is invested in by two component projects. Of which, the 15 km long Cao Bo - Mai Son section has been in operation since February 2022; the 14 km long Mai Son - National Highway 45 section has been in operation since April 2023. These two sections have 4 limited lanes, 17 m wide, no continuous emergency lanes but emergency stops, and an operating speed of 80-90 km/h depending on the section.

According to the Ninh Binh Provincial People's Committee, since the road was put into operation, the number of vehicles participating in traffic has been very large, reaching the design and tending to be overloaded in the near future. Because the road does not have an emergency lane, when a vehicle breaks down, it will cause congestion, causing traffic safety problems. In 2023, there were a number of accidents due to vehicles having problems and being parked on the road.

Currently, the Cao Bo - Mai Son section has been approved by the Ministry of Transport to expand from 4 limited lanes to 6 complete lanes and assigned to the Ninh Binh Department of Transport to select the project, select a contractor, and is expected to start construction in 2024 and complete in 2026.

To exploit the Cao Bo - Mai Son section synchronously, the Ninh Binh Provincial People's Committee proposed the Ministry of Transport to expand and complete the Mai Son - National Highway 45 section, 14 km long, from Mai Son intersection to Thanh Hoa province with a complete 4-lane scale.

In addition, Ninh Binh province proposed a traffic organization plan for vehicles with a load capacity of over 10 tons to circulate on the Mai Son - National Highway 45 route to reduce pressure on National Highway 1 through Tam Diep City. Currently, the Mai Son - National Highway 45 expressway prohibits trucks over 10 tons.

Mai Son - National Highway 45 is invested by Thang Long Project Management Board (Ministry of Transport) with a total investment of more than 12,110 billion VND. This 63 km long highway passes through two provinces of Ninh Binh and Thanh Hoa.

In February, the Prime Minister assigned the Ministry of Transport to study and upgrade the expressways that have been invested in stages to reach the scale of complete expressways, focusing on investing in 2-lane expressways as soon as possible, and report in March.
