Accordingly, the consulting consortium including the National Institute of Urban and Rural Planning, the Southern Institute of Planning, Green Space Company Limited and EnCity Company emphasized taking the space along the Saigon River as the facade for the city, from the traditional central area on the riverside, developing the urban strip on both sides of the river as an "open heart" and the most important and valuable central area of ​​Ho Chi Minh City.

With this idea, the urban strip along the riverbank will become a unique identity, associated with the landscape of the river and the history of formation and development of Ho Chi Minh City. At the same time, in the future, Ho Chi Minh City will organize a continuous strip of public parks along the riverbank, to ensure access and use of riverside utilities and services, connecting ecological - landscape, cultural, economic centers ...

Specifically, this consortium proposed dividing the Saigon River into three areas (according to the length of the river) to develop 17 riverside parks including: the northern area, the city center area and the southern area.

Along the Saigon River there is potential for development in both real estate and tourism.

In particular, the northern area will develop 4 important riverside parks, including: Riverside park near Ca Lang ferry (Cu Chi district), new central park in District 12 - Hoc Mon district, riverside park combined with A Glimpse of Vietnam tourist site (Cu Chi district), new central park in Phu Hoa Dong (Cu Chi district).

The central area of ​​Ho Chi Minh City has 6 parks: Go Vap Cultural Park (Go Vap District), Thu Thiem Park, Phu My Bridge Park, Thanh Da Park, Tam Phu Park and Rach Chiec Park (Thu Duc City).

The southern area has 7 parks: Mui Den Do Park, Tan Thuan Park, Bac Binh Khanh Park, Hiep Phuoc Wharf Park, adaptive urban center park (Nha Be district), Hiep Phuoc Wharf Park, new urban center park and park of the coastal urban area (Can Gio district).

The representative of this consortium also believes that the Saigon Riverbank space is a place that contributes to and can elevate Ho Chi Minh City. With the areas developing riverbank parks, in addition to being able to immediately renovate these areas to create living space, it is possible to combine the needs and aspirations of the tourism industry to develop the Saigon Riverbank area.
