The Ministry of Construction proposes that low-income people in urban areas without labor contracts should request confirmation from the police instead of the People's Committee at the commune or ward level as is currently the case.

This proposal was stated by the Ministry of Construction in the draft amendment and supplement of Decree 100/2024 detailing a number of articles of the Law on Social Housing.

Accordingly, low-income people in urban areas without labor contracts must ensure income conditions according to regulations and be confirmed by the commune-level police agency of their permanent/temporary residence or current residence.

Within 7 days from the date of receiving the application, the commune-level police will base on information on the national population database to confirm the income conditions for the people.

The Ministry of Construction will amend and supplement the forms of documents proving and confirming conditions to ensure consistency with the above regulations.

According to current regulations, the People's Committee of the commune where permanent or temporary residence is registered will confirm the income conditions of this subject.

Explaining the above proposal, the Ministry said that the People's Committees at the commune level currently do not have information and population data to serve as a basis for income confirmation, causing difficulties in the implementation process. Previously, Prime Minister Pham Minh Chinh also assigned the Ministry of Public Security to innovate the population database, supplement information to assess people eligible to buy or rent social housing, in order to reduce administrative procedures, at the national online conference on social housing in March.

In the draft, the Ministry also proposed raising the income level for individuals buying social housing to a maximum of 20 million a month, an increase of 5 million compared to the current level. Corresponding to this level, the maximum level for couples is 40 million.

In the case of unmarried, divorced (but not remarried) or confirmed single with children under the age of majority, the maximum income to buy social housing is not more than 30 million VND per month. The income level is calculated according to the salary and wage table confirmed by the agency, enterprise, or unit where the subject works.

The drafting agency also proposed reducing the interest rate for loans to buy social housing to 5.4% per year. The interest rate for loans to build or renovate and repair houses is the same as the interest rate for loans to poor households. Currently, home buyers in social housing projects are subject to a loan interest rate of 5.9% per year (applied from July 1 to December 31, 2025). For investors, this rate is 6.4% per year.

According to the report of the Ministry of Construction, after 3 years of implementing the project to invest in at least one million social housing units, the country has so far implemented 692 projects with more than 633,000 units. Of which, 146 projects were completed with more than 103,000 units. In the first 7 months of this year alone, nearly 37,000 units were completed, equal to 80% of last year's results and 7 times higher than in 2022.
