The Law on Teachers passed by the National Assembly meets the expectations of more than 1 million teachers and education managers nationwide.

This morning (July 17), the Ministry of Education and Training in collaboration with UNESCO organized a workshop to provide professional consultation on some contents guiding the implementation of the Law on Teachers, policies for teachers, educational leaders and school personnel in the new context.

Responding to the expectations of more than 1 million teachers

Speaking at the workshop, Deputy Minister of Education and Training Pham Ngoc Thuong said that on June 16, 2025, the National Assembly passed the Law on Teachers. On July 8, the President issued an order on this Law.

The Deputy Minister emphasized that the Law on Teachers passed by the National Assembly meets the expectations of more than 1 million teachers and education managers nationwide. During the implementation process, when necessary, the law will continue to be amended and supplemented to better complete it, meeting the goal of developing the teaching staff - an important force that determines the quality of education and training.

According to the Deputy Minister, the promulgation of the Law on Teachers proves that the presiding agency, the Ministry of Education and Training, together with relevant ministries, branches, and experts, have carefully prepared in surveying, researching, evaluating, consulting, developing, and perfecting the law. Therefore, when submitted to the National Assembly, the Law received 451/460 votes in favor (accounting for more than 94% of the total number of delegates).

More importantly, the Law on Teachers meets the viewpoints and goals that the Drafting Committee and the presiding agency identified from the beginning: developing the teaching staff to meet new requirements and tasks.

The Deputy Minister emphasized: "The promulgation of the Law on Teachers is an important condition, the highest legal basis for implementation. These are also necessary conditions, and the sufficient condition is to promulgate, guide, and sub-law documents. This process requires effort, intelligence, scientific, practical, and systematic survey, research, and evaluation."

For the first time, there is a separate law for teachers.

In the report, Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers (Ministry of Education and Training) said that on June 16, at the 9th session, the 15th National Assembly passed the Law on Teachers with 9 chapters and 42 articles. This is an important milestone, of great significance not only for the entire teaching staff, the education sector but also for the entire Vietnamese nation.

For the first time in history, the National Assembly has issued a separate law fully regulating the position, role, rights, obligations, regimes and policies for teachers; concretizing the major policy of the Party and State in honoring, caring for, protecting and developing teachers - the key force in the education cause.

Mr. Vu Minh Duc emphasized 5 notable highlights in the provisions of the Law on Teachers. Specifically: First, affirming the position, protecting the honor and prestige of the teaching profession. Second, teachers' salaries are ranked highest in the administrative career salary scale system. Third, some policies on better treatment, support and attraction for teachers. Fourth, standardizing and developing the team, improving the quality of education. Fifth, increasing autonomy for educational institutions and giving initiative to the education sector.

The implementation of the policy of building a two-level local government, along with changes in the current legal system related to the organization of local government, management of civil servants... greatly affects regulations on recruitment, use and management of teachers, requiring the construction process to be continuously updated, ensuring consistency with changes in the relevant legal system.

Mr. Vu Minh Duc affirmed: “Faced with new requirements on breakthrough policies for science, technology development, innovation and digital transformation; orientations on educational and training breakthroughs in the coming time... requires the content of regulations in documents guiding the implementation of the Law on Teachers to be revolutionary, outstanding, and ahead of the development trends of the times in the new era”.

Create a constructive work environment

Dr. Pham Do Nhat Tien, an education expert at UNESCO, said that the Law on Teachers, built in the spirit of “development creation” of Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo, is a powerful legal tool to transform Vietnam’s education system. It not only solves current shortcomings, but also opens a new era for the teaching profession, where teachers are considered the most valuable asset and the main driving force for educational development.

However, the Law on Teachers, when put into practice, will face unforeseen difficulties and challenges from many sides under the impact of political, social, cultural and economic factors, including many factors outside of education.

“One of the major challenges today is that in our country as well as in the world, the teaching profession is undergoing profound changes along with education under the impact of global trends related to technological advances, trade instability, geopolitical conflicts, population transition, and sustainable development,” said Dr. Pham Do Nhat Tien.

Providing solutions, Mr. Pham Do Nhat Tien said that it is necessary to develop training and development programs for teachers in the direction of transformation, adaptation and response to the evolution of the teaching profession, one step ahead to be ready for the transformation of teaching and learning in educational institutions. Early promulgation of professional standards for teachers, as open standards, ready to be supplemented and updated, as a basis for building and forming a lifelong learning ecosystem, continuous professional development of teachers.

At the same time, promote autonomy, self-determination, leadership and management skills of teachers to creatively carry out professional activities related to their work, from curriculum and pedagogical activities to classroom management and school management. Empower teachers to experiment with new pedagogical methods based on learners' needs, promote curious and open thinking, support teachers in developing learners' self-regulation and self-improvement.

In addition, promoting collaboration and teamwork in the professional activities of teachers: Collaboration is increasingly seen as a core competency and leadership skill for teachers. Because ensuring success for learners must now be a collective effort where professional development and problem solving are shared responsibilities.

It is necessary to build a working regime and working environment towards cooperation, from awareness to action. This includes training and fostering teachers; organizing classes, designing specialized physical spaces for contemplation and group work; encouraging inter-school learning to build collective professional identity and share experiences...

In addition, it is necessary to promote the construction and development of school culture, with the central core being the standard value system of Vietnamese people in the period of industrialization, modernization, and international cooperation on the basis of the fourth industrial revolution. In which, the core value is happiness as both a means and a goal of quality education.

"Take school culture as the foundation to perfect, develop, and expand the entire system of friendly school models, happy schools, and create a constructive working environment for teachers," emphasized Dr. Pham Do Nhat Tien.
