After surveying the operations of the Public Administration Service Center, listening to the reports of Tam Binh ward leaders and recommendations to remove difficulties and obstacles, Chairman of the Ho Chi Minh City People's Council Vo Van Minh assessed that the Tam Binh ward apparatus operated smoothly; the ward also promptly issued operating regulations and coordination regulations in performing tasks.
In response to the recommendations of Tam Binh ward, he requested departments, branches and sectors to study local proposals to advise on solutions.
According to comrade Vo Van Minh, Tam Binh ward is a key ward of the city, has Ring Road 2, according to the planning, has urban railway, wholesale market, export processing zone, industrial park, nearly 3,000 enterprises and 8,000 business households... He suggested that in building the congress documents for the next term, the ward must closely follow the planning, suitable to the local reality; at the same time, actively contribute ideas to the documents of the Congress of Delegates of the Ho Chi Minh City Party Committee for the term 2025-2030.
Along with that, continue to strengthen the organization of activities, assign work reasonably; operate well the public service units and cultural institutions in the area; use facilities and public assets effectively, avoid waste. The ward also needs to continue to effectively operate the Public Administration Service Center, improve the quality of service to people and businesses; reduce the time to handle administrative procedures as well as minimize the number of files requiring additional information. Along with paying attention to the attitude of serving people of officials and civil servants, it is necessary to create a professional working environment.
Emphasizing the requirement of digital transformation, he noted that Tam Binh ward should focus strongly on this task, including researching and early implementing the e-government framework 3.0, contributing to the overall results of Ho Chi Minh City.
Another requirement is that Tam Binh ward needs to urgently review the organization work from the neighborhood, departments, offices to public service units; perfect personnel, pay attention to the political system at the grassroots level; carefully organize the implementation of social security policies, policies for people with meritorious services, etc.
The Chairman of the People's Council of Ho Chi Minh City requested the People's Council of the ward to perform well the function of supervision and survey to promptly detect problems, report to the Standing Party Committee to lead, direct, and remove difficulties, helping the government apparatus to be truly close to the people.
Previously, reporting to the delegation, Chairman of Tam Binh Ward People's Committee Nguyen Minh Dien said that after 15 days of operating the new apparatus, activities in the ward have been stable, serving people and businesses well. Up to now, the Ward Public Administration Service Center has received more than 2,600 people coming to contact for work, receiving and resolving 3,140/3,297 records.
In order to clearly define the authority, ensure the leadership role of the People's Committee, and promote the personal responsibility of the Chairman, Vice Chairman and members, the Ward People's Committee has developed and issued working regulations. In which, clearly stipulate the principles, responsibility regime, working style, working relationships and work handling procedures of the Tam Binh Ward People's Committee. Direct specialized agencies under the Ward People's Committee to promptly develop and issue regulations stipulating the functions and tasks of the unit.
Ward Party Secretary Nguyen Tran Phuong Tran added that the Ward Party Committee has directed the urgent organization of congresses of newly established Party cells and Party committees. At the same time, it has directed the People's Council - People's Committee, departments and branches to organize practical and effective activities and programs to serve the people in conjunction with welcoming the Ward Party Congress for the 2025-2030 term. The Ward Party Congress is expected to take place from August 15 to 16, 2025.
