In Hanoi , according to Prime Minister's Directive 20, from July 1, 2026, there will be no gasoline-powered motorbikes or scooters in Ring Road 1. This is not only a solution to reduce pollution, but also a signal of changing the structure of the two-wheeled vehicle market.
It is estimated that about 450,000 private motorbikes in the area are directly affected. The city is studying to support people to switch from gasoline to electric vehicles by providing cash support of 3-5 million VND, exempting registration fees, supporting registration, and giving priority access to credit. Meanwhile, Ho Chi Minh City is starting a roadmap to convert all 400,000 motorbikes used for technology services, including motorbike taxis, delivery, and freight transport, to electric vehicles.
Starting in 2026, drivers will only be able to register electric vehicles, and all vehicles operating in this sector will be required to use clean energy by 2029. The city plans to implement a package of interest rate subsidies for electric vehicle purchases, value-added tax incentives, license plate fee exemptions, and an expansion of public charging stations.
