Investing resources to build Hai Phong into a medical center in the Northern Coastal region

On the afternoon of July 14, Vice Chairman of the City People's Committee Nguyen Minh Hung chaired a meeting to listen to a report on the performance of the Hai Phong health sector after the merger, key tasks for the last 6 months of 2025; difficulties, obstacles and proposals of the health sector.

After listening to the reports and opinions of the representatives of the units, Vice Chairman of the City People's Committee Nguyen Minh Hung acknowledged the efforts of the Hai Phong Health sector, including the Department of Health in directing, guiding, and organizing the implementation of the task of merging and arranging the health units between Hai Duong province and Hai Phong city. Although this process encountered certain difficulties and obstacles, with the efforts and high determination of the entire sector, professional work was still ensured in medical examination and treatment, taking care of people's health, without leaving any time gaps or interruptions in work.

The Vice Chairman of the City People's Committee requested the Hai Phong health sector to supplement the assessment report on the work of streamlining the organizational apparatus in conjunction with restructuring the team of qualified and competent staff; resolving policies for employees to ensure regulations, objectivity, and science ; perfecting and stabilizing the organizational apparatus of agencies and affiliated units closely and effectively. A number of key and key tasks of the sector need to be arranged according to priority and urgency, helping the city leaders to supervise and direct the timely and effective removal of difficulties. The comrade also noted that the sector should review policy mechanisms to propose synchronous and unified implementation throughout the city; have policies to attract talents, train, foster, and improve the quality of human resources to meet the requirements in the new situation; promote the application of information technology and digital transformation in the sector's operations to improve work efficiency; review and urge the progress of implementing projects approved by the City People's Council.

To ensure all activities run smoothly and more effectively in the last months of 2025, Vice Chairman of the City People's Committee Nguyen Minh Hung requested the Hai Phong health sector to continue reviewing the medical infrastructure system to determine investment focus; promptly resolve difficulties and obstacles in medical infrastructure investment. Strengthen disease control and prevention; consolidate the vaccination system, avoid being passive and situations arising; urgently complete the disease control center; develop a plan to train the expertise of leading medical units to support and transfer medical techniques at lower levels... to improve the effectiveness of people's health care.

According to the report, after the merger, the organizational structure of the Department of Health includes 6 specialized departments, 2 branches and 63 affiliated public service units; the medical workforce after the merger is nearly 18,000 people. The difficulties that the Hai Phong health sector is currently facing focus on 3 main groups: professional activities; resources; administrative procedures and digital transformation...

To overcome the difficulties, the units recommended that the Ministry of Health and central ministries and branches continue to prioritize the transfer of specialized technical packages to the Hai Phong health sector through the Satellite Hospital Project; promptly issue norms and cost calculation methods for projects in the health sector. At the same time, it is recommended that the Ministry of Health issue detailed instructions on standards and norms for the area of health facilities according to the provisions of Decree No. 155/2025/ND-CP, as a basis for localities to propose the construction of new hospitals and commune-level health stations. In addition, the city continues to pay attention to synchronous investment of resources, aiming to build and develop Hai Phong into a medical center in the Northern Coastal region; arrange land funds to develop the health system; have policies to support from the state budget for training and improving the quality of health human resources, especially the team of doctors working at the grassroots level; invest in equipment, transfer high technology, modernize the public health system.
