Phu Quoc Special Zone: Working through lunch and dinner for the satisfaction of the people

Since July 1, the number of people coming to the Public Administration Service Center (PVHCC) of Phu Quoc Special Economic Zone (An Giang) has increased dramatically. To promptly handle administrative procedures and avoid backlogs, local authorities are implementing many fundamental solutions.

Efforts to resolve thoroughly

At 5:30 a.m. on July 9, the gate of the PVHCC Center in Phu Quoc Special Zone, An Giang Province (No. 3 Mai Thi Hong Gam Street) had not yet opened, but in front of the gate, many people were already waiting to get a number to complete the procedures. Holding a set of documents in hand, Ms. Lai Thi Nam, who lives in Ganh Dau Hamlet, said that she traveled 28km from her home to the PVHCC Center to complete the procedures for granting a Land Use Rights Certificate. "Although the distance is far, I did not find it inconvenient. As soon as I arrived, the volunteers enthusiastically supported, guided, and showed me how to fill out the application completely and correctly. Now I just have to wait to get a number, submit the application and it's done."

At 6:45 a.m. on July 9, the specialists receiving the documents were present at the PVHCC Center, stabilizing the machines and ready to work. At exactly 7 a.m., the automatic dialing machine was activated and began receiving transaction orders. There was an employee on duty, asking people what procedures they were doing to guide them, assist them in dialing and guiding them to the document receiving counter. Next to the dialing machine, there was a long table with many chairs, with 4 volunteers regularly present here to help people fill out documents or guide them to perform online public services.

“Your procedure is done like that, no need to come get a number, no need to submit the application directly. Tomorrow you go to this app to look up, when you see the results you go to receive the birth certificate”, after being thoroughly guided by volunteer Phu Quoc An (Phu Quoc Special Zone Youth Union) and being able to operate on the app himself, Mr. Le Thanh Nam happily left. Phu Quoc An said that from July 1 until now, the volunteer force has supported thousands of people to conduct online transactions at the PVHCC Center, thereby reducing people's waiting time, sharing the pressure with the staff handling the documents here.

In the first hour of the morning, more than 120 files were processed. As noon approached, the number of people and businesses coming to the PVHCC Center for transactions increased. The center, which covers an area of ​​more than 250 square meters, was packed with people, but the procedures still went smoothly, the file processing staff and the people were close, and everyone was happy.

Ms. Ho Thuy Hang, an officer in charge of handling documents in the cultural andeducational sector, said that since July 1, the number of people coming to the transaction center has increased dramatically due to the administrative procedures of the 7 old communes and wards all being concentrated here. “To promptly handle documents for people, we start working at 7am in the morning and at 1pm in the afternoon. All people who come to do transactions and dial the number during the day will have their documents processed by the center. We work until the end of the work day, not until the end of the working day. Some days we work until 8pm. Like today, in some areas, there are many people coming to carry out procedures, we work through lunch,” Ms. Hang shared.

Digitize the application process

To make it more convenient for people to come to do administrative procedures, the Phu Quoc Special Zone Public Service Center has printed 400 QR codes corresponding to 400 different administrative procedures. When people and businesses come to do transactions, based on their needs, they will scan the corresponding QR code to access information and perform the next steps. This method helps save time, reduce paperwork, and on the other hand, it also makes the process transparent and improves the public service experience for people.

Mr. Nguyen Trong Thuong, Deputy Director of the Phu Quoc Special Zone Public Administration Center, said that after more than a week of operating the two-level local government, more than 5,000 people came to carry out administrative procedures at the center (on average, about 700 people came to transact each day), many times higher than before July 1. The most frequently transacted procedures were granting land use right certificates, granting business registration certificates, and judicial - civil status procedures...

Working with leaders of Phu Quoc Special Zone on July 8, Chairman of An Giang Provincial People's Committee Ho Van Mung reiterated that one of the goals of the two-level local government model is to be closer to the people, closer to the people, and serve the people better. "Phu Quoc Special Zone must do this well. How can people be happy and satisfied when they come to do administrative procedures at the PVHCC Center?", Mr. Mung noted.

Synchronized and convenient operation

On July 1, the Party Committee, People's Council and People's Committee of Con Dao Special Zone held conferences to establish agencies, units, organizations and appoint management personnel at agencies, units, organizations... to ensure smooth and continuous operations in the special zone. From July 1 to 7, the Special Zone Public Service Center received 68 administrative procedure files, of which 61 files were processed.

In general, after 1 week of officially operating the 2-level local government model, agencies and organizations in the special zone have been guaranteed in terms of staffing and resources, and have basically operated synchronously, without any difficulties or inadequacies arising in leadership, direction and operation.
