Da Nang actively supports fishermen, aiming for sustainable fishing

DNO - On June 28, the City People's Committee held a conference to summarize 7 years of implementing Resolution No. 255/2019/NQ-HDND dated July 11, 2019 of the City People's Council on regulations on policies to support the development of seafood exploitation in Da Nang city in the period of 2019-2025. Concluding the conference, Vice Chairman of the City People's Committee Tran Chi Cuong commended and highly appreciated the efforts of departments, branches, units and localities in the past time, achieving encouraging results in implementing Resolution No. 255/2019/NQ-HDND in the city.

According to the city leaders, the promulgation and implementation of specific policies on supporting fisheries development have received consensus and support from people, organizations and businesses operating in the fisheries sector in the city. At the same time, there is close coordination between sectors and localities in disseminating and guiding fishermen to participate in the policy; the work of appraising and approving documents ensures compliance with regulations.

Through communication, propaganda and policy implementation, there has been a strong change in awareness, role and importance of combating illegal, unreported and unregulated fishing (IUU fishing) and developing sustainable fisheries.

In particular, the city's support policies promptly resolve fishermen's difficulties in upgrading fishing vessels, installing modern equipment to improve exploitation efficiency, preserve products, monitor fishing vessel activities, ensure safety for people and fishing vessels operating at sea; thereby contributing to ensuring income for crew members, promoting offshore fishing associated with protecting security, national defense, and sovereignty over the sea and islands of the country.

Up to now, 100% of fishing vessels operating in offshore areas have installed voyage monitoring equipment and are monitored and supervised; the structure of the city's vessels has had positive changes (compared to August 2019, the number of offshore fishing vessels increased by 96 vessels); ensuring safety for people and fishing vessels, supporting the handling of accidents and risks at sea is increasingly focused on (up to now, over 98% of fishing vessels operating in offshore areas are members of fishing teams and unions, most cases of fishing vessels participating in hull insurance when having accidents and risks are supported and compensated by the insurance unit).

However, the Vice Chairman of the City People's Committee said that there are still shortcomings and limitations in the organization and implementation of support policies. Specifically, every year, only 40% of fishing vessels operating in offshore areas purchase hull insurance and no fishing vessels operating in offshore areas participate in the policy; only 5 fishing vessels participate in the policy of 50% support for the cost of equipping machines and equipment used in product preservation, machines and equipment used in aquatic exploitation.

According to the report at the conference, regarding the results of implementing support policies, from 2019 to June 2025, the City People's Committee approved support of nearly VND 27.2 billion for 1,325 offshore fishing vessels. Of which, 40% of the cost of purchasing hull insurance for fishing vessels or logistics for catching aquatic resources is supported in addition to the 50% support level according to the Central Government's support policies (19 periods with a total cost of more than VND 7.6 billion for 736 fishing vessels); 100% of the cost of purchasing voyage monitoring equipment installed on fishing vessels and the first year's subscription fee (7 periods with a total cost of more than VND 18.7 billion for 584 fishing vessels); Support 50% of the cost to equip machines and equipment used in product preservation, machines and equipment used in fishing (3 phases with a total cost of more than 785 million VND for 5 fishing boats).

On this occasion, the city leaders awarded certificates of merit from the Chairman of the City People's Committee to 6 collectives and 7 individuals with achievements in implementing Resolution No. 255/2019/NQ-HDND dated July 11, 2019 of the City People's Council regulating policies to support seafood exploitation in the city for the period 2019-2025.
