Organizing the Trade Union apparatus in the new situation

Implementing the policies of the Politburo, the Secretariat, the Vietnam General Confederation of Labor and the Steering Committee for the arrangement and merger of administrative units of Quang Nam province and Da Nang city, the City Labor Federation is urgently implementing the tasks of building a new Trade Union organization in the direction of streamlining, effectiveness and efficiency, meeting the practical requirements of the new development stage.

Based on the directives of the Vietnam General Confederation of Labor, the City Labor Federation promptly implemented the contents related to the reorganization of the Trade Union apparatus in accordance with the spirit of Resolution No. 60-NQ/TW of the Party Central Committee and Conclusion No. 157-KL/TW of the Politburo . Accordingly, the trade union organizations at the grassroots level such as the executive committee, standing committee, and inspection committee will be dissolved. When there is a decision from the competent authority on ending the operation of the district-level administrative unit, the Standing Committee of the City Labor Federation will issue a decision to end the operation of 7 district and county labor federations and industry unions such as health, education, civil servants, High-tech Park Unions and industrial parks.

The City Labor Federation also directed the direct superior unions to dissolve the grassroots unions in administrative agencies and public service units receiving 100% of their salaries from the state budget. To date, this work has been basically completed, on schedule and as required. As a result, the entire system has reduced 500 grassroots unions, equivalent to 30,409 union members. Currently, relevant units are handing over grassroots unions that are not subject to dissolution to the City Labor Federation for continued management, before ending their mission.

Permanent Vice President of the City Labor Federation Le Van Dai said that the unit has developed a project to establish commune and ward-level trade unions in Da Nang city; at the same time, it has coordinated with the Quang Nam Provincial Labor Federation to develop a project to merge the two local trade union organizations, under the new Da Nang City Vietnam Fatherland Front Committee. Along with that, a detailed project on the organization and personnel of the new Da Nang City Labor Federation has also been submitted to the Standing Committee of the City Party Committee and the Vietnam General Confederation of Labor for consideration and approval, including the appointment of the Executive Committee, Standing Committee and key leadership positions.

According to the new project, when the Trade Union organization is directly under the Vietnam Fatherland Front Committee of the city and the entire system of the two localities is merged, two specialized boards will be formed under the City Labor Federation: the Trade Union Working Board and the Industrial Park Trade Union Board. In addition, in communes and wards with 10 or more grassroots trade unions and at least 1,500 union members, trade union organizations at the commune and ward level will be established.

For communes and wards that do not meet the conditions for establishing a commune-level trade union or are located in mountainous areas far from the center, the direction of activities will be undertaken by the trade union of the neighboring commune or ward or directly by the City Labor Federation. In particular, grassroots trade unions in industrial parks, high-tech parks, economic zones and units with special factors and high risk of labor disputes will be directly directed by the City Labor Federation.

According to the plan, there will be about 22 ward and commune trade unions established in the new Da Nang city. This is a new level of trade union organization with expanded and more comprehensive roles and tasks, focusing on propaganda and dissemination of the Party and State's legal policies and tasks and the tasks of the Trade Union to union members and workers; guiding and supporting grassroots trade unions in negotiating, signing and supervising the implementation of collective labor agreements; and dialogue at the workplace.

Commune and ward-level trade unions are also responsible for participating in the development of policies related to labor, employment, and social security; supervising the implementation of labor laws and policies. At the same time, the organization grasps, gathers, and promptly reflects the legitimate thoughts and aspirations of union members and workers; resolves or participates in resolving complaints and denunciations about legitimate rights.

On the social side, the commune and ward trade unions will proactively coordinate with agencies, units and enterprises to care for the lives and interests of workers, improve working conditions and health care; build harmonious, stable and progressive labor relations; ensure security and order among workers in the area. At the same time, actively mobilize workers to participate in trade union organizations, develop union members, establish grassroots trade unions and trade unions.

Commune and ward trade unions are also assigned the task of organizing patriotic emulation movements; guiding the assessment and classification of grassroots trade unions and labor unions; coordinating participation in Party building and government building; strengthening the bond between trade unions and the people; and properly implementing the rights and obligations according to the Trade Union Charter. In addition, commune-level trade unions are responsible for organizing the collection of union dues, trade union funds and managing finances and assets in accordance with regulations.

In addition to establishing a commune-level trade union system, the city also completed the functions and tasks of two specialized committees under the City Labor Federation, namely the Trade Union Working Committee and the Industrial Park Trade Union Committee. The clear division of tasks between the two committees helps the trade union organization improve operational efficiency, specialize in advising, guiding, inspecting, and supporting grassroots trade unions.

According to Mr. Le Van Dai, the arrangement and consolidation of the Trade Union organization in the new situation is not only a requirement for a streamlined organizational structure but also an opportunity for the Trade Union to innovate its operating model, improve its representation capacity, care for and protect the legitimate and legal rights of union members and workers. On the basis of promoting the advantages of regional connectivity, expanded development space and the foundation of solidarity from the grassroots, the new Da Nang City Trade Union system will make an important contribution to the sustainable development of the trade union organization and the city in the new period.
