On the threshold of the historic merger, the economic picture in the first 6 months of 2025 of both Khanh Hoa (old) and Ninh Thuan (old) has shown positive signs, creating a solid foundation for future breakthroughs. In Khanh Hoa (old), despite facing many challenges, the province still strived to overcome the halfway point of the year with positive results, creating a solid foundation for long-term strategic goals. Gross Regional Domestic Product (GRDP) is estimated to increase by 7.01%. Total social development investment capital is estimated at VND 37,424 billion, up 15.5%, showing strong investor confidence in the province's business environment. In particular, state budget revenue is a bright spot, reaching VND 14,751.9 billion, up 54.9% over the same period. Of which, domestic revenue reached VND13,901.9 billion, up 80.3%, reflecting strong financial health and efficiency in revenue management. The province has organized many large-scale trade promotion and tourism stimulus activities, creating a spillover effect, attracting a large number of domestic and foreign tourists, directly contributing to the vibrant development of related service industries.

Meanwhile, in Ninh Thuan, the province was assigned a GRDP growth target of 13% for 2025. In the first 6 months of the year, the province's GRDP was estimated at VND13,923 billion, up 9.49% over the same period. State budget revenue in the area reached VND3,445 billion, reaching 62.6% of the plan and up 42.9%. Key economic sectors all grew: Agriculture, forestry and fishery increased by 6.2%; industry - construction increased by 12.43% (of which industry increased by 11.77%); service sector increased by 8.91%, with total retail sales of goods and consumer service revenue estimated at VND24,437 billion, up 14.9%. Tourism was bustling with 2.29 million visitors, up 16.2%.

The merger of Khanh Hoa - Ninh Thuan is not only a story about administration but also the vision and aspiration of the leaders, aiming to create momentum to enter the 2026 - 2030 period with a "double-digit" growth target. In the first 6 months of the year, although GRDP was not as expected, the provincial leaders still determined this year's growth target at 10% or more. In particular, Khanh Hoa, newly established, continues to be steadfast in its goal of becoming a centrally-governed city by 2030 as set out in Resolution No. 09 of the Politburo.
Party Central Committee member, Khanh Hoa Provincial Party Secretary Nghiem Xuan Thanh affirmed: “This is a decision, policy and strategic vision of the Central Government, and at the same time, it is also in line with the people of the province. After the merger, Khanh Hoa will have space and great opportunities to gather total strength, accelerate and develop rapidly, becoming a centrally-run city with a larger scale according to Resolution No. 09 of the Politburo. Despite many difficulties, the province still plans to set a growth target for the next term at a "double-digit" level and with this growth rate, the province's per capita income will also increase accordingly."
To achieve the above goal, Khanh Hoa province after the merger is determined to make the most of its potential and outstanding opportunities, closely connect and optimize the efficiency of investment resources, enhance the competitiveness of the economy, increase unity in development policy planning, ensure continuity and sustainability in socio-economic development, ensure national defense and security, build the Party and the political system.

The province is also urgently reviewing and adjusting the Khanh Hoa Provincial Planning for the period 2021 - 2030, with a vision to 2050, to match the boundaries, space and general development strategy of the province after the merger, optimizing new resources and potentials. Planning work continues to receive attention and direction, striving to cover 100% of zoning, construction and urban planning by 2025. Investment promotion activities, contacts, meetings and dialogues with foreign partners and potential investors are actively implemented.
From the operational perspective, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the National Assembly Delegation of Khanh Hoa Province Tran Quoc Nam pointed out the "spearheads" that Khanh Hoa will focus on to realize these bold goals. In the coming time, the growth results of the first 6 months of the year will be reviewed and re-evaluated in general for both provinces, thereby adjusting the target to ensure "double-digit" growth by the end of the year for Khanh Hoa Province. Along with that, the focus will be on promoting the disbursement of public investment capital and attracting non-budgetary investment, focusing on key projects, urban areas, and industrial parks. Strengthening budget collection and exploiting land and resource resources, promoting auctions of land use rights, collecting land rents, collecting tax arrears, and expanding new revenue sources from e-commerce, logistics, and marine services. In particular, increase tourism, service and domestic consumption stimulus, promote trade and tourism promotion activities, especially during the summer and holidays near the end of the year. Promote and promote foreign tourism. Promote digital transformation, improve labor productivity and management efficiency; deploy KPIs in public service evaluation, develop digital government towards improving productivity and operational efficiency. “The setting of a "double-digit" GRDP growth target for Khanh Hoa shows the great determination of the provincial leaders.
