The Science and Technology (S&T) Exchange is not only a technical tool but also a core infrastructure institution that promotes innovation and knowledge-based economic development. The birth of the S&T Exchange plays the role of an "extended hand" between research, production and the market.

Technology market plays an important role

In the context of digital transformation and innovation being a global trend, the technology market is emerging as an important driving force for economic growth, especially in developed countries. According to the World Intellectual Property Organization and the World Bank, economies with effectively developed technology markets often record 3-5 times higher investment in research and development (R&D) and patent commercialization than countries without a professional technology market.

In the countries of the Organization for Economic Cooperation and Development (OECD), the technology market has played an important role in improving national productivity and competitiveness, bridging research and application, promoting the commercialization of intellectual property and knowledge transfer. Since the 1990s, the technology exchange model has been formed and developed strongly in the US, Europe and China, not only as a connecting platform but also as an institution integrating evaluation, valuation, legal and financial consulting, quality standards and intellectual property services.

As a pioneer in Asia, China successfully built and operated the Shanghai Technology Exchange (STEX) in 1993. From a small-scale technology brokerage center, STEX has become the core of Shanghai's innovation ecosystem. As of 2023, STEX recorded more than 4,000 technology transactions with a total value of about 60 billion USD. This model has clearly demonstrated the important role of technology exchanges in connecting technology supply and demand, helping technology become a special commodity that can be measured and transferred transparently.

Vietnam has gathered the premises to develop technology transactions: From the policy on breakthroughs in science and technology development, innovation and national digital transformation (Resolution No. 57-NQ/TW and Resolution No. 193-NQ/TW), to increasingly complete digital infrastructure, the urgent need of enterprises in improving productivity, technological innovation, and escaping the "low value-added trap".

Vietnam has had more than 10 years of establishment and operation of a system of 22 local technology information portals and organized many large-scale technology supply-demand connection activities such as: Techmart, Techconnect and Innovation, Techfest. These platforms have laid an important foundation for the development of a technology exchange model.

Promote commercialization of scientific research results and technology transfer

From international experience, it can be seen that technology exchanges are not only technical tools, but also core infrastructure institutions that promote innovation and develop the knowledge economy. The birth of the Vietnam Science and Technology Exchange plays the role of an "extended hand" between research, production and the market.

Speaking at the event, Deputy Minister of Science and Technology Hoang Minh said that the Vietnam Science and Technology Exchange is oriented to be an important connection platform between technology supply and demand, marking a potential start in developing the national science and technology market. This is both an honorable milestone and a big challenge for management agencies in the context that Vietnam is promoting the application of science and technology to serve socio-economic development.

In the coming period, the key task is to maintain double-digit economic growth, based on the foundation of science, technology and innovation. Enterprises, especially small and medium enterprises, which account for a large proportion in Vietnam, play a central role in bringing technology into production. However, most enterprises still face difficulties in identifying technology needs, choosing appropriate supply sources and exploiting them effectively after investment. The establishment of a science and technology exchange helps to effectively connect research institutes, universities and enterprises. This is an essential channel for transferring knowledge and technology to improve absorption capacity, creating momentum for sustainable socio-economic development.

"Technology does not only exist in the form of machinery and equipment but also in the form of copyrights, know-how, designs or production lines. Therefore, to promote technology transactions, there needs to be an intermediary ecosystem including: technical consulting, legal, intellectual property, training... At a high level, technology transactions are not simply buying and selling equipment but also transferring knowledge such as patents, copyrights, even from institutes and schools to serve research and improve innovation capacity. The Vietnam Science and Technology Exchange is an important foundation to form a transparent and effective technology market, towards a knowledge-based and innovative economy," said Deputy Minister Hoang Minh.

Currently, the Science and Technology Exchange (phase 1) has information on: 600 technologies offered for sale in the form of equipment and machinery; 50 technology purchasing needs; 150 technology consultants and brokers. The exchange has the function of supporting organizations, businesses, and individuals to display and introduce technologies and equipment offered for sale through booths.

To continue to improve the Science and Technology Exchange (phase 2), in the coming time, relevant agencies need to develop additional features: Online technology supply-demand interaction; technology consulting and brokerage; tools for statistics on transaction quantity and value; consulting services on finance, intellectual property, technology transfer, etc. At the same time, it is necessary to develop, improve and connect to science and technology databases, innovation; combine online and direct exchanges.

The Science and Technology Exchange is invested and operated according to the model: Public-private partnership, in which the State invests in infrastructure, online Exchange platform, sharing of science and technology database, policies to support businesses in buying and selling technology through the Exchange, ensuring safety, transparency and synchronization.

Sharing about the development orientation of the Science and Technology Exchange in the coming time, Mr. Tran Dac Hien, Director of the Department of Information and Statistics, said: For sustainable development, the Science and Technology Exchange needs to continue to improve institutions and policies, with a complete legal corridor; The Exchange will develop and operate according to a combined model of online and offline to improve the efficiency of technology transactions and promote innovation; The Exchange will organize departments to support parties in the technology transaction process (business consulting and support department, events and exhibition department, online transaction department). In particular, the team of technology consultants and brokers at the Exchange plays an important and indispensable role. Consultants will support businesses in analyzing needs, evaluating suitable technologies and making specific recommendations. Brokers will help connect parties directly, support negotiations, sign contracts and ensure the transfer process is smooth and in accordance with the law. Thanks to this support, businesses save time, costs and minimize risks in the process of technological innovation.

Along with that, the operation and management of the Exchange will be carried out by enterprises or organizations established according to the enterprise model, financially autonomous, and able to attract investment from many different sources. Operating according to the enterprise model helps the Exchange to be flexible and quickly respond to market fluctuations, promote innovation and compete more effectively.

Mr. Tran Dac Hien, Director of the Department of Information and Statistics, shared about the Science and Technology Exchange and its development orientation in the coming time.

At the launching ceremony of the Science and Technology Exchange, representatives of research institutes, universities and enterprises affirmed that this is an important milestone, contributing to promoting the commercialization of research results, a key step in developing the technology market.

Delegates expressed their close connection with the Science and Technology Exchange of the Ministry of Science and Technology, which gathers complete, accurate and systematic scientific data. At the same time, many opinions recommended that the Ministry should soon have a solution to the problem of technology valuation, in order to turn intellectual property - a form of intangible assets - into a commodity that can be traded transparently in the market, creating a driving force to promote innovation and develop the knowledge economy.

The establishment of the Science and Technology Exchange will become a new growth driver, making an important contribution to modernizing the science and technology institution and shifting the economic development model in depth.
