VNPT Thanh Hoa ensures telecommunications - information technology infrastructure is ready to operate 2-level local government from July 1

Faced with the requirement to reorganize local government into a two-tier model across the province, ensuring a synchronous, modern, and secure telecommunications and information technology (IT) infrastructure is a prerequisite. As a key enterprise in the telecommunications and IT sector, VNPT Thanh Hoa has been playing a pivotal role in deploying digital infrastructure to serve this new governance model.

Telecommunications Infrastructure - The Foundation for Digital Government

The telecommunications and IT infrastructure system is the pillar in the management, operation and service of the people. This is a tool to help the government operate smoothly, transparently, effectively and efficiently in the context of comprehensive digital transformation.

Specifically, the IT infrastructure system has supported digitalizing workflows, managing electronic documents, storing centralized data, and organizing online meetings between government levels.

At the same time, online public services at levels 3 and 4 have helped people and businesses carry out administrative procedures quickly and conveniently, regardless of location or administrative working hours.

In particular, the synchronous deployment of security solutions and information security monitoring is a vital factor in the context of increasing cyber attack risks.

Decisive action - Synchronously deploy telecommunications and IT infrastructure

Realizing its role and responsibility, in recent times, VNPT Thanh Hoa has closely coordinated with the Provincial People's Committee, departments, branches and district and commune authorities to urgently deploy many infrastructure and software items to be ready to operate the two-level government model from July 1, 2025.

Regarding network infrastructure, VNPT has completed the construction and renovation of LAN networks at 166 commune headquarters according to technical standards set by the Department of Science and Technology. At the same time, it has completed specialized data transmission lines for Party Committees and People's Committees of communes and fully installed conference television systems at the headquarters of the People's Committees of communes to serve remote management and direction.

VNPT Thanh Hoa has completed the construction and renovation of LAN networks at 166 commune headquarters according to technical standards set by the Department of Science and Technology.

Regarding software, VNPT has merged the system of 166 commune-level electronic information pages into a common system; adjusted and integrated important professional software such as: personnel records management, information reporting system, provincial-level task monitoring, paperless meeting rooms, etc. to ensure consistency and continuity in the operation of the government apparatus.

In the spirit of “responsibility, determination, and not missing the deadline”, VNPT Thanh Hoa has mobilized more than 300 staff and technology engineers to work continuously day and night. From surveying, designing solutions, construction, software installation to ensuring system safety, the entire team has closely followed the reality in 166 communes, closely coordinating with localities to solve even the smallest problems.

The active and proactive accompaniment of VNPT Thanh Hoa not only contributes significantly to the completion of the technical foundation for the two-level government model, but also clearly demonstrates the spirit of attachment and responsibility of state-owned enterprises towards the cause of innovation in public administrative management in the province.

Mr. Nguyen Thai Son, Deputy Director of VNPT Thanh Hoa reported to the provincial leaders on the implementation and installation of IT&TT infrastructure to serve the activities of local governments at two levels.

Mr. Nguyen Thai Son, Deputy Director of VNPT Thanh Hoa affirmed: "Up to now, all preparations for infrastructure, transmission, and telecommunications - IT applications undertaken by VNPT have been completed on schedule, ensuring the necessary conditions for the official operation of two-level local government from July 1, 2025".

It can be seen that, with the urgent, drastic and synchronous participation, the two-level local government model in Thanh Hoa is expected to operate smoothly, effectively and modernly, contributing to improving the administrative capacity of the government, the quality of service to people and businesses, and promoting digital transformation in a substantial and sustainable manner.
