On the morning of July 8, the National Data Association and the Ministry of Public Security organized a workshop on the topic " Traceability Authentication - The driving force for sustainable development of Vietnam's Digital Economy ".
At the workshop, Colonel Pham Minh Tien - Deputy Director of the National Data Center, Ministry of Public Security (C12) - said that in the first 5 months of 2025, functional forces across the country handled more than 40,000 cases of smuggling, counterfeit goods, and poor quality goods, with a total fine value of up to 6,500 billion VND; notably the situation of counterfeit goods in the food and pharmaceutical sectors, directly affecting the health and lives of people.

“The deployment of modern traceability platforms, applying advanced technologies such as blockchain, is an important solution to help improve management efficiency, ensure market safety and increase transparency throughout the entire supply chain ,” Colonel Pham Minh Tien emphasized.

According to experts at the workshop, traceability is the foundation for digital governance, digital policies and the development of an open data ecosystem, helping the Government to formulate effective policies, support businesses to innovate and increase people's trust in domestic products.
However, currently, traceability still has some concerns such as: No unified identification code nationally; data is scattered across ministries, sectors, and fields, not centralized; traceability is currently implemented but is only formal, lacking depth (not showing the supply chain, from raw materials, production to consumers); ineffective control of goods on e-commerce platforms.

In addition, traceability still has limitations such as: Consumers do not have an authentication tool; authorities handle it manually, passively and do not have strict control; businesses are not required to participate in the goods traceability system; there is a lack of connection between traceability and goods quality control and there is no centralized database to evaluate and control goods.
Experts say that with a traceability system based on domestic technology such as blockchain, digital identification, etc., Vietnam can control domestic data, limit dependence on foreign platforms and maintain data sovereignty.
Speaking at the workshop, Mr. Bui Ba Chinh - Acting Director of the National Barcode Center, National Committee for Standards, Metrology and Quality - said that the recent serious cases of counterfeit goods production and trading show that it is time to not ignore it but to tighten management work using technology to avoid similar risks from happening.
In addition, the context of promoting digital transformation from Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation has raised the issue of digital transformation for products and goods.
“The resolution mentions promoting the consumption of products and services in the digital environment, ensuring the digital economy in all sectors and fields, and having policies to encourage businesses to invest in digital transformation… Implementing digital transformation means giving products and goods a new, more modern look, easier to connect, and most importantly, easier to verify, creating trust for consumers,” Mr. Chinh emphasized.

According to Mr. Nguyen Huy - Head of Technology Department, National Data Association, the issue of product traceability is not a new issue, but recently it has become a burning issue in society, attracting many people's attention. There are regulations, organizations and businesses have implemented this but it is still very fragmented, separate and there is currently no consistent mechanism from top to bottom on how to do it.
“In the context of the whole country implementing digital transformation and digitalizing the economy, the application of technology for traceability is mandatory and must be a comprehensive policy from top to bottom, with synchronous management from the central to local levels and applied to all businesses, only then can the origin of goods be identified, authenticated and traced,” Mr. Huy emphasized.
