The Ring Road 4 - Capital Region project has a total length of 112.8 km, passing through 3 provinces and cities: Hanoi , Hung Yen and Bac Ninh, with a total investment of nearly 86,000 billion VND. The section passing through Bac Ninh province is about 35.3 km long with a total investment of more than 5,200 billion VND. Up to now, the total construction value of the project has reached nearly 40% of the plan. Of which, three packages passing through Bac Ninh province include: Package No. 14 reaching 48%; Package No. 15 reaching 36%; Package No. 16 reaching 34%, behind schedule compared to the set requirements.

The project investor recommends that the Provincial People's Committee direct the People's Committees of the following communes and wards to arrange administrative units to soon complete the Compensation and Site Clearance Council to carry out the remaining work. Continue to propagate and mobilize households that have received compensation to move their assets and demolish structures on the land as soon as possible, creating conditions for contractors to access the construction site. Speed up the preparation, appraisal and approval of compensation plans for additional recovered areas beyond the 90m boundary and approve plans to recover and compensate for the area at the base of high-voltage electric poles.
Inspecting the project site in Mao Dien and Ninh Xa wards, Chairman of the Provincial People's Committee Vuong Quoc Tuan acknowledged and commended the agencies, units and localities in the province for their efforts in clearing the land to implement the project, which was highly appreciated by the Government , ministries and branches.

Comrade Vuong Quoc Tuan emphasized: In the past time, despite being affected by the weather and having difficulties in material sources, the investor and contractor have promoted the spirit of initiative, responsibility, and changed construction methods, so the progress of the packages has improved significantly. Affirming the province's determination in implementing the project, he requested: The Department of Construction to direct the investor to coordinate with relevant departments, branches, and localities where the project passes through to speed up the implementation of resettlement projects and focus on the Ring Road 4 - Capital Region project.
Contractors mobilized maximum machinery, equipment, human resources, site commanders and construction teams coordinated smoothly, speeding up construction progress on sections with cleared land.
Develop a detailed construction plan for each day to maximize time and favorable weather conditions..., ensuring that all three packages 14, 15 and 16 are completed on time by December 31, 2025.

As for package 14 with a length of 10.6 km, the total construction value currently reaches 48% of the plan, the highest among the 3 packages. He requested the investor and contractor to mobilize all resources, overcome all construction difficulties with the spirit of "overcoming the sun, overcoming the rain" to technically open the entire route to traffic on September 2, 2025. Take that result as a driving force to promote the progress of packages 15, 16 and key traffic infrastructure construction packages in the whole province.
